DanChurchAid (DCA) invites applications for an experienced Procurement and Logistics Manager (PLM) for its Syria programme. This is a non-family position, based in Erbil, Iraq and/or North East Syria as the context allows.

The main responsibility of the PLM is the overall management and coordination of all DCA procurement and logistics requirements in the Syria programme, in compliance with DCA procurement and logistics manuals. You will be responsible for setting up, improving and maintaining all necessary systems and processes, as well as training and capacity building local staff in all field offices and base locations. You will also work closely with international experts to ensure the items and equipment required and budgeted for by their projects are purchased and transported in a timely and efficient manner. The PLM is part of the Senior Management Team and reports directly to the Country Director.

The main duties relating to this position are as follows:

  • Manage DCA Syria Programme ProLog department and coordinate all procurement and logistics activities in the DCA Syria Programme;
  • Set up, improve and maintain all necessary ProLog systems and processes required for timely, efficient, coordinated and compliant operations;
  • Keep fleet management, asset and inventory list updated at all time using the DCA Admind Pro-log system;
  • Ensure all procurement is carried out in accordance with the DCA procurement manual and donor requirements, and procurement related files for documentation are created, updated and maintained;
  • Prepare procurement plans, prepare and launch tenders in cooperation with procurement committee, both locally and internationally;
  • Monitor and analyse ProLog situation in the programme and areas of operation, actively anticipating potential issues or backlogs, and impact of those on DCA operations;
  • Populate and maintain all relevant DCA online ProLog management tools;
  • Manage, mentor and capacity build the programme’s ProLog staff, following a structured training plan with clear objectives and target indicators;
  • Work closely with relevant technical experts to ensure the items and equipment required and budgeted for by their projects are purchased and transported in a timely and efficient manner;
  • Work closely with finance department to ensure budget lines are spent in a timely manner and all supporting documentation is collected and stored securely;
  • Conduct regular monitoring missions to field locations;
  • Assess and provide advice on improvements to ensure the programme is energy efficient and working towards achieving SDGs related to Climate Change, in coordination with the programme climate change focal point;
  • Regularly check names of prospective suppliers against lists of suspected fraudulent suppliers, and immediately inform Country Director if there are any causes for concern;
  • Develop and provide ProLog induction to all new international staff, and regular updates as and when required;
  • Contribute to project proposal development with relevant ProLog related inputs;
  • Any other duties, as requested by CD.

Applicants must have the following qualifications and experience:

  • A minimum of 5 years of NGO work experience within international humanitarian assistance programmes with demonstrated capabilities in planning, organizing and executing procurement and logistics operations in the field;
  • Tertiary level education in a ProLog related field is an asset;
  • Strong experience as a manager, and national mentor and capacity builder is essential;
  • Understanding of the humanitarian principles linked to NGO field and operations contexts;
  • Regional experience strongly preferred;
  • Work experience in remote and insecure field locations;
  • Strong leadership, team building and communication skills;
  • Flexibility and cultural awareness and sensitivity;
  • Computer literacy essential including proficiency in Excel, Word, Power Point, etc.;
  • Fluency in written and spoken English is essential. Knowledge of Arabic would be advantageous.
