The Program to Support Local Development and Inclusive Finance in Chad (PADLFIT) aims to promote the local economy and improve access to financial and non-financial services (savings, credit, money transfer, insurance, training) for all the population, particularly vulnerable groups such as women and young people, with a view to lasting improvement in their living conditions. It is part of the four strategic pillars of the 2030 Vision and the National Development Plan (2017-2021) for Chad. More specifically, it is focused on:

 (i) strengthening good governance and the rule of law (theme 2) and (ii) developing a robust and competitive economy (theme 3). It is an integral part of the UNDAF 2017-2021 (outcomes 6 and 7), the UNDP Country Programme Document (CPD) (2017-2021) and is strategically poised to contribute to the achievement of the Sustainable Development Goals (SDG) in Chad. Its development objective is to facilitate poverty reduction efforts and the socio-economic integration of the population by promoting local development and an inclusive financial sector.

The program's strategy is based on: (i) promotion of local development through improving access to clean energy and basic socio-economic services to local governments, businesses and the populations; (ii) the development of agro-sylvo-pastoral and fisheries value chains and micro-enterprises that add value and create jobs: and (iii) the promotion of financial and social inclusion for the populations. The program has a national scope. The final beneficiaries of the Program are grassroots communities, poor and vulnerable households, and micro and small enterprises in the target areas. Among these beneficiaries, special emphasis will be placed on economically active women and young people who will be supported in diversifying their sources of income with the development of agro-sylvo-pastoral and fisheries value chains, IGAs, small trades, services and crafts. Over its five-year period, the program will reach approximately 2,000,000 households, resulting in a total of 10 million final beneficiaries.

The implementation strategy of PADLFIT is based on the following entities: Decentralized Local Governments (CTD) including local organizations and Intermediaries (Non-Governmental Organizations (NGOs), Technical Service Providers (TSPs), Financial Service Providers (PSF),  institutions and structures responsible for supporting local development and microfinance, trade associations, etc.), with a view to providing technical, financial and non-financial services to beneficiaries.

Current staffing

Under the general supervision of the UNDP Resident Representative in CHAD and the direct supervision of the Senior Technical Specialist (STP), the PADLFIT team is currently composed of 20 staffs (1 International staff CTA, 1 international United Nations Volunteer and 18 National staffs covering inclusive finance, local development, Civil engineering, Monitoring and evaluation, Finances & administration, driver, etc.). The program has an urgent need of an International Specialist in Procurement to fulfill the Gap in human resources.

Under the guidance of the Deputy Resident Representative and direct supervision of the Chief Technical Advisor of PADLFIT, the Procurement Specialist is responsible for the daily operations of the Procurement Unit to ensure effective delivery of procurement services in order to obtain best value for money and supporting the programme delivery requirements in excess of $100 Million a year. He/she analyzes and interprets UNDP Procurement guidelines, the financial rules and regulations and provides solutions to a wide spectrum of complex issues related to procurement in a rapidly changing politically charged post-conflict environment. The Procurement Specialist promotes a collaborative, client, quality and results-oriented approach in the Unit.

The Procurement Specialist supervises and leads all staff in the Procurement Unit and works in close collaboration with the operations, programme and projects teams in the CO and other stakeholders (such as Government officials, beneficiaries and donors) to successfully deliver procurement services of PADLFIT.

Ensures elaboration and implementation of operational strategies focusing on achievement of the following results:

  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of a client-oriented procurement management system;
  • PADLFIT Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures in Procurement and control of the workflows in the Procurement Unit;
  • Elaboration and implementation of cost saving and reduction strategies;
  • Implementation of contract strategy in the PADLFIT including tendering processes and evaluation, contractor appraisal, legal considerations and payment conditions, risk assessment;
  • Implementation of the strategic procurement in the PADLFIT including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement;
  • Managing reporting requirements to CTA and Senior Management on delivery of procurement services.

Manages and guides procurement processes for PADLFIT, NIM/DIM modalities,:

  • Timely and duly preparation of procurement plans for the PADLFITand monitoring of their implementation;
  • Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations;
  • Implementation of proper monitoring and control of processes for acquisition of individual contractors and Reimbursable Loan Agreements (RLA);
  • Review and certification of submissions to the Contract, Asset and Procurement Committee (CAP), Regional Advisory Committee on Procurement (RACP), and Advisory Committee on Procurement (ACP);
  • Upon delegation of responsibility, perform the functions of Manager Level 2 in Atlas for Purchase orders approval;
  • Elaboration of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
  • Establishment of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement;
  • Implementation of harmonized procurement services and, introduction of joint procurement for the CO, as necessary.

Ensures the provision of efficient contracting services and supervision of the procurement and contracting team focusing on achievement of the following results:

  • Guide and supervisor the procurement team
  • Undertake the entire international bidding process from pre-qualification and short listing of bidders, preparation of bids, issue, receipt and opening of bids, bid evaluation, clarifications, award approval, negotiations, contract finalization and award;
  • Management of contracts including receipt of performance bonds, insurance verification, payments, issue of contract amendments and variation orders as necessary, outside and through UNDP’s Atlas software;
  • Management of PADLFIT works contracts including: coordination of procurement activities; alignment of specifications and standards; evaluation of engineering and procurement staff in conjunction with CTA;
  • Maintain and update contract tracking system to ensure timely action and interventions on all contracts.

Ensures introduction and implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
  • Sourcing and assessment of Chad Non-Government Organizations for selection and establishment of a roster of qualified local implementation partners.

Identify and close capacity gaps in the Procurement Team and introduction best practices including standardized operating procedures:

  • Participate in technical meetings and provide recommendations to improve the project implementation in terms of procurement, based on capacity development needs;
  • Build skills, capacity and competency of the unit through various approaches and intervention including training, coaching and mentoring;

Education :

  • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.

Experience :

  • At least seven years progressive professional experience in procurement of goods and services particularly in civil works or must have held similar positions in other UN organizations;
  • A good combination of HQ and CO experience plus knowledge and understanding of relevant UNDP administrative, financial and accounting policies and procedures;
  • Proven conceptual analytical and evaluative skills and ability to conduct independent research and analysis, identifying issues, formulating options and making conclusions and recommendations to management;
  • Professional qualifications in business/public administration, or procurement services will be highly valued. UNDP certification in procurement is highly desired. In its absence, the incumbent will be expected to acquire this certification within 3 months of appointment;
  • Have the CIF level 4 certificate;
  • Have an international experience of at least five years at P3 level.

Language Requirements:
