Reporting to Director General of the Independent Evaluation Office (IEO), the incumbent will be responsible for supporting the delivery of IEO’s mandate of promoting accountability and learning for improved NDB results and impact in its member states.

Specific responsibilities include but not limited to:

Evaluation policy. Building on international good practice and benchmarking with other relevant organizations, preparation and oversight of the IEO Evaluation Policy and corresponding implementing guidelines. As part of these deliverables, among other issues, articular the role of NDB Management in independent evaluations and key approaches for cooperation and coordination between IEO and NDB Management in general. Evaluation partnerships. Identify and foster relevant partnerships with the wider evaluation community including evaluation offices in other MDBs and IFIs, UN System, bilateral development agencies and others. Engage with international evaluation networks, in particular the Evaluation Cooperation Group of the MDBs, the International Development Evaluators Association, and other similar evaluation networks. Sensitisation and evaluation capacity building. Develop and implement: (i) a plan to sensitize Bank staff and members of the Board of Directors (BoD), and subsequently concerned partners in Bank member states, on the purpose of evaluation and its contribution to advancing the Bank’s mandate; and (ii) an evaluation capacity building (ECB) programme to strengthen Bank’s evaluation processes and systems. The ECB programme would also be extended to relevant partner institutions in member states at an appropriate time. IEO work programme and budget. Prepare the annual IEO work programme and budget document for submission to the BoD. This includes developing the list of priority evaluations, preparing the staff and non-staff costs budget requirements, definition of key performance indicators, monitoring the implementation of the work programme and budget of IEO, reporting on implementation and related tasks. Relations with Board of Directors and NDB Management. In light of the direct reporting lines of IEO to the Board of Directors, support the DG in advancing dialogue and relations with the Bank’s BoD. This includes participation in Board meetings, liaising with Board members, documenting summaries of key discussion points, tracking follow-up actions, and other related tas High level internal evaluation advisory committee. Develop the terms of reference and rules of procedure for the Committee and serve as Secretary of the Committee, composed on internationally recognised development and evaluation experts, that will provide strategic guidance and advices to DG IEO in advancing IEO’s mandate. Follow-up to evaluation recommendations. Develop a methodology and system to track the implementation by Management of independent evaluation recommendations. Prepare periodic reports summarising the implementation status of evaluation recommendations. Other duties and responsibilities assigned from time to time.

Position requirements

For Professional, minimum 5 years of required work experience, for Senior Professional, minimum 7 years of required work experience, and for Principal Professional, minimum 9 years of required work experience. Work experience in multilateral development banks (MDBs), UN organizations, governmental agencies (central or provincial department of finance or reform and development commissions), or private sector. Experience of working with Boards and other Governance organs, preparation of work programmes and budgets, building partnerships, elaboration and review of strategies and policies, monitoring and evaluations, and related areas. Experience in the development of quality enhancement and evaluation policy and capacity building in the context of multilateral institutions. Experience handling multi-disciplinary tasks and successfully operating in multi-cultural environments. Strategic thinking, problem solving, communication and interpersonal skills. Ability to interact effectively with the Board, Management, staff of different areas of the Bank, government agencies, and other stakeholders and to foster a climate of collaboration. Excellent and persuasive oral and written communication skills in English. Skills in languages of other NDB member states highly desirable. Master’s Degree or equivalent in economics, law, finance, economic development, development management, public policies, international relations, business administration, or other related fields.
