The position is assigned in the Office of the Director General (OPSD) within the Private Sector Operations Department (PSOD) (PSOD).

PSOD provides investment capital to private sector entrepreneurs, corporates, and project sponsors, as well as financial intermediaries, such as banks, throughout developing Asia. We catalyze, structure, and fund investments in privately held and state-sponsored companies across a wide range of industry sectors. Our emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth. PSOD is looking for an exceptional project and corporate financiers or developers able to identify, structure and close innovative, developmentally, and financially robust debt, equity, and guarantee transactions.

Job Purpose

The Principal Operations Coordination Specialist will (1) oversee planning and provide strategic advice to PSOD's management on various aspects of private sector operations (policies, strategies, initiatives, partnerships and programs) in the context of the implementation of Strategy 2030, (2) lead the Private Sector Change Program, (3) manage business intelligence (BI) activities to ensure robust tracking and reporting of operational, developmental, and risk-return outcomes, and (4) contribute to the overall deliverables of the OPSD core front office team. You will report to the Senior Advisor, PSOD and will supervise national staff, administrative staff, and consultants. OPSD front office is comprised of a multi-disciplinary team, components of which will report to you to support in delivery (e.g. the data management team, the change management team). You will collaborate closely with other senior team members to deliver overall objectives. You will work with partners across multiple other departments.

Responsibilities

Strategy and Policy, and Business Processes

Under management direction, oversee PSOD operational planning, support management in business strategy formulation and articulation, and track performance against operational, developmental, and risk-return objectives;

Lead the coordination of “OneADB” activities and PSOD’s engagement in Country Partnership Strategies;

Provide strategic inputs and comments on project, policy and other papers related to private sector operations and development across a range of key themes and sectors;

Support the development of PSOD's annual strategic business plan for benchmarking targets and accomplishments, including formulating internal KPIs (Key Performance Indicators), targets, and workplans;

Conduct business-line reviews of strategy and performance, and support the same by other departments;

Lead or support new initiatives and special programs as assigned by PSOD's management;

Continually assess the role of the department and how it can best respond to evolving organizational and market circumstances; and

Support and collaborate in sector and thematic group activities as needed.

NSO Change Program

Lead and oversee all aspects of the Private Sector Change Program and the teams working on this initiative, from design to implementation and adoption. The program aims to implement a scalable end-to-end technology platform and “radical” process reform to achieve the objective of Strategy 2030 of significantly increasing private sector operations. Integrated systems will serve as the source data for aggregated, accurate, reliable, and real time project and portfolio information and can be used to manage workflow, improve reporting and decision making, and reduce operational risks;

Lead business processes reform to drive growth, efficiency, and improved financial, developmental, and risk outcomes, providing strategic guidance to PSOD's management in developing and implementing process change;

Support the Senior Advisor in his capacity as the business owner of change programs in managing overall project governance;

Act as a senior subject matter expert in providing process and product guidance to others engaged in transformation; and

Liaise and communicate with partner departments and stakeholders with respect to the Program.

Business Intelligence & Management Information

Establish systems to provide visibility on PSOD operational and financial performance, develop robust management information and regular analytic outputs;

Ensure high-frequency management-level tracking of deal pipeline and manage coordination with partner departments;

Coordinate closely with the Institutional Co-Ordinator and PSOD managers on staffing requirements to support business objectives;

Work with other PSOD teams to coordinate reporting to other departments and ADB senior management on core operational data and results; and

Support on ad-hoc analytical work as determined by management.

Knowledge Sharing and Communication

Communicate PSOD's strategic framework and reform initiatives internally and externally as required;

Contribute to establishing and cascading PSOD's vision, goals, development strategies and key result areas in support of ADB's goals, departmental goals and in compliance with ADB policies.

Staff Supervision

Create and lead multi-disciplinary teams as assigned and ensure overall quality of team deliverables;

Supervise staff performance, provide clear direction and regular feedback. Coach staff and ensure their ongoing learning and development; and

Supervise NSO Change Program Consultants engaged by PSOD, including the Program Manager and the Business Process Lead.

Qualifications

Relevant Experience & Requirements

Master's Degree, or equivalent is preferred or University (e.g., bachelor's) degree relevant to assigned sector combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree. At least 12 years of relevant professional experience in private sector finance, including hands-on experience in processing investments for infrastructure projects, analyzing credit risks, structuring transactions, syndicated financing and/or related activities. Demonstrated ability to lead adoption and change programs coupled with awareness of external best in class business management practices. Ability to lead and influence inter-disciplinary teams, capacity to take initiative with sound judgment, and reach informed decisions. Knowledge of development policies and strategies, with strong conceptual and analytical abilities. Excellent oral and written communication skills in English. General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
