Preparing Financial Statement for the Iraqi Directorate of NGOs (DNGO)

Background:

Founded in 1939, Norwegian People’s Aid is the Norwegian labour movement's humanitarian solidarity organization. We are a politically independent membership-based organization working in Norway and more than 35 countries around the world. NPA aims to improve people's living conditions and to create societies that are more just and more democratic. NPA's international work covers two core areas: Humanitarian Disarmament and Development and Humanitarian Cooperation.

NPA in Iraq works under two departments, Mine Action and Disarmament (MAD) and Development and Humanitarian Cooperation (DHC).

From this overall terms of reference (TOR) NPA Iraq is inviting tenderers to submit bids for providing Financial Statement for the DNGO in Baghdad.

NPA in Iraq

NPA in started in 1995 by conducting mine clearance and community development in the northern, region of Iraq. As from 2010 NPA shifted its focus to support development and human rights programmes across the country and demining work in southern Iraq, conducting capacity building, survey and clearance operations. Currently DHC works with over 20 Iraqi partner organisations. In addition, and in support to the humanitarian relief effort resulting from the liberation of areas previously held by ISIL, NPA provides humanitarian assistance and has stablished an IED and Improvised Landmine clearance programme. NPA operates out of 5 offices, being Basra, Dohuk, Erbil, Mosul, and Ramadi with the additional 2 operational offices in Muthanna and Haditha respectively, and with the main country office in Baghdad.

Services required:

NPA seeks the service to provide the Financial Statement of the Iraqi DNGO. The detailed specifications and timeline are as follows:

  1. Prepare 2019 Financial Statement according to Iraqi accounting standards.
  2. Submit a draft report and request for outstanding information or clarification to NPA for review by 23th February 2020
  3. Audit according to IACA (Iraqi Association of Certified Accountants) guidelines, conducted by a third party.
  4. Deliver final certified report to NPA Baghdad office by 12 March 2020
  5. The reports will be prepared in two languages Iraqi and English.
  6. The period of reporting is 1st January 2019 to 31st December 2019.

Requirements from the bidders in the proposal:

a) Financial statement to be conducted in accordance with the Iraqi accounting

standards and audit according to Iraqi Association for Certified Accountants guidelines and filed at the NGOD in Baghdad.

b) Third party information to be engaged for independent Iraq Licensed auditor

c) Proposal to explain criteria and scope, as well as duration and location, of the activities to be conducted.

d) Detailed quotations including the detailed price list, preferably fees allocations for different stages of reporting.

e) Proposal must state the size of the firm, legal status of firm and its staff, the management structure, the location of the office from where the work on this engagement is to be performed, and the number and nature of the professional staff to be deployed in this engagement.

f) Experience of working with other INGOs in Iraq and references counts as relevant information.

g) All the original documents are in NPA Baghdad and Erbil offices, hence relevant activities to be conducted in Baghdad and Erbil offices.

h) The auditor shall agree to keep the information related to all funds audited, related contracts, and all information obtained in the course of the service, in strict confidence.
