This post is located in the Office of the Special Envoy to the Secretary-General (SESG) on the
implementation of Security Council Resolution 1559 (2004). The incumbent will report to the Senior Political Affairs Officer, DPPA-DPO-MED Lebanon Team. Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following
duties:
• Reviews and monitors activities in Lebanon and the broader Middle East; assesses trends
which might affect the political situation and the implementation of Resolution 1559 (2004),
political impact of intra-regional issues such as refugees, with a view to provide early warning
advice to the SESG; recommends solutions/possible action by United Nations.
• Analyses political and related events within assigned area with a view to provide early
warning advice to the SESG.
• Prepares analytical reports and papers on sensitive and high profile matters of concern to the
SESG and DPPA-DPO-MED Lebanon team; drafts notes, background papers, talking points, speeches and other correspondence for
senior UN officials.
* Contributes to the work of the broader DPPA-DPO-MED Lebanon team as necessary, including backstopping other desk officers.
• Participates in the organization and supervision of Secretariat services required by the
Security Council and to other committees and bodies related to its work.
• Acts as focal point for collection and analyses of information on political issues related to
the implementation of resolution 1559 (2004).
• Meets regularly with operational teams including UN staff, national officials as well as
Military and Civilian Police officers to plan projects and review project activities.
• Provides up-to-date information to senior officials regarding substantive political matters
and country or regional issues and makes recommendations on actions to take.
• Maintains contacts with other sectors of the UN, other international organizations and
governments on coordination and policy matters; briefs representatives and provides, as
appropriate suggestions and recommendations.
• Participates in conferences, seminars and academic fora related to his/her assigned area of
expertise.
• Coordinate the work of OSE 1559 (2004) and work with DPPA-DPO-MED Lebanon team, and other relevant Departments and offices at UNHQ and with field missions.
• Provides input for assessment of staff to be deployed to important posts in the field (e.g.
Resident Coordinators).
• Carries out, in consultation with the SESG and DPPA-DPO-MED, administrative functions relating to the
staff planning and budget.
* Oversee all managerial matters with regard to the Office of the Special Envoy and performs
all related duties as required.
* Organise the trips of the SESG to the Middle East and elsewhere. Competencies

An advanced university degree (Master’s or Doctorate degree, or equivalent) in political science, international
relations, international economics, law, public administration or other related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science,
international relations, law, disarmament, security, development management, conflict
resolution or related area is required.

Experience in drafting highly politically-sensitive documents and reports is required.

Experience in the political and budgetary decision-making processes of the United Nations is required.

At least two years of work experience in political affairs in or on Lebanon is required.

Experience backstopping an SPM or peacekeeping mission is required. Languages

Fluency in English (both oral and written) is required. Knowledge of Arabic and French is desirable. Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview. Special Notice

• This position is temporarily available until 31 May 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

United Nations Considerations
