We are looking for a policy strategist/economist to contribute to the analysis of economic policy developments within and beyond the euro area of strategic importance for the ESM. The role entails reviewing and maintaining ESM stability support instruments, working on assignments related to the completion of Economic and Monetary Union (EMU) and other global policy agenda items, and contributing to deliverables for EU policy forums and other international gatherings. The selected candidate will work in the Policy Strategy and Institutional Relations division and report to its head.

The European Stability Mechanism ("ESM") is the permanent crisis resolution mechanism for euro area countries. It provides financial assistance to Members facing financing difficulties. European leaders have agreed to an expanded mandate for the ESM, which it will implement in the years ahead. The ESM will have a stronger role in the analysis of financial stability risks and design of policy measures in programmes, jointly with the European Commission; it will provide the Single Resolution Board with a financial backstop to support effective and orderly resolution of banks. In the context of the current Covid-19 crisis, the ESM has established a precautionary credit line as one important element in the joint European response to the pandemic.

KEY ACCOUNTABILITIES

  • Contribute to policy notes related to the ESM strategy as a crisis resolution mechanism and review ESM stability support instruments and processes.
  • Analyse policy strategy for deepening EMU and global policy developments.
  • Contribute to expert and academic forums, particularly in the following areas: fiscal stabilisation, safe assets, sovereign debt issues, official sector lending, international monetary system, and the role of global currencies and risk sharing.
  • Participate in policy discussions and technical meetings within the ESM and in working arrangements with European and international institutions such as the Task Force for Coordinated Action.
  • Support ESM participation in EU forums, including by preparing analyses and briefings supporting the ESM stance for the Eurogroup, Eurogroup Working Group, and Economic and Financial Committee.
  • Liaise with and assist member states and other stakeholders in relation to assigned projects.
  • Contribute to joint workstreams with both European and international institutions to support the work of the ESM.
  • Liaise with internal stakeholders from various divisions, such as Corporate Governance and Internal Policies, Economic and Market Analysis, Economic Risk Analysis, Financial Sector and Market Analysis, Funding, ALM and Financial Structuring, Legal, Investment and Treasury, and Risk Management, among others.
  • Occasionally participate in seminars, conferences, and roundtables.

KEY BACKGROUND & EXPERIENCE

  • University degree, preferably in economics, finance, or international relations.
  • At least two years of relevant experience, preferably gained at an international organisation, finance ministry, or central bank.
  • A first experience in translating policy decisions into concrete deliverables and preparing policy stance is required.
  • Prior experience in analysing sovereign financial stability support and/or strategic policy developments would be an asset.
  • Excellent oral and written English skills. Any additional languages are an asset.
