All selected candidates will, therefore, undergo rigorous reference and background checks.   Office/Unit/Project Description    To address complex development challenges in Thailand, UNDP and the Royal Thai Government through the Office of National Economic and Social Development Council (NESDC) has initiated the Thailand Policy Lab to introduce innovative approaches to policy-making and public service delivery in Thailand. The Thailand Policy Lab aims to design and test policy process prototypes for developing innovative policy options and recommendations and connect and build capacities of various key stakeholders in Thailand both at the national and sub-national levels to accelerate the impact of innovation in public policy and services and exchange knowledge and experiences. the Thailand Policy Lab is structured around three pillars: policy innovation exploration and experimentation, capacity building on policy innovation and establishing a learning community of innovators.

The guiding objectives of the Thailand Policy Lab are as follow:

To foster inclusive and citizen-driven policymaking at national and sub-national levels. To innovate policymaking processes for tackling contemporary challenges. To enhance capacities of the public and private sectors at national and subnational levels to design and implement innovative policies. To build a multi-level sustainable network of policy innovators. To promote Thailand as the leading regional hub for policy innovation.

To support implementation of the activities of the Thailand Policy Lab, UNDP Thailand is looking for a Policy Innovation Associate to support the implementation of the innovation agenda of the Thailand Policy Lab that aligns with the plans of the Royal Thai Government and UNDP in Thailand. He/She will report directly to Head of TPLab and will work closely with the team of UNDP programme and operation teams in Thailand and NESDC, including other government agencies, civil society organizations, and the private sector to ensure successful acceleration of innovation to improve public policy and services towards the achievement of the SDGs. Scope of Work The Policy Innovation Associate will support and facilitate the coordination and implementation of the following components:

Project Planning and Project Implementation

Ensure practical coordination of assigned areas of project activities in order to meet expected results. Support the identification, design, and formulation of new activities to meet the Thailand Policy Lab’s goals and objectives. Assist in activities planning for experimenting with innovative approaches to create practical learning experiences for policymakers in Thailand. Assist in coordinating and preparation work for building the capacities of a cohort of policymakers and government officials on the innovative approaches that the Thailand Policy Lab is exploring and experimenting with. Coordinate logistics and provide substantive support for implementation of activities to build, facilitate, and maintaining connections between innovators, through the creation of platforms, national and local workshops and events that allow innovators and stakeholders in the policymaking ecosystem to connect and create a multi-disciplinary effort to tackle complex issues. Provide support to the process of developing and maintaining relationships with key stakeholders as appropriate. Contribute to knowledge management activities and capturing of lessons learned during project implementation. Contribute to the preparation of high quality summary and analytical reports including, but not limited to, project and donor reports, annual reports, situation reports, briefing notes, etc. Draft meeting minutes and maintain documentation of decisions and actions taken on project issues.

Logistics and Project Support

Draft terms of reference for procurement of individual consultants and services as necessary. Arrange meetings and appointments with stakeholders and donor(s) as required. Assist with interpretation and translation of documents (in Thai and English) when needed. Support in responding to information requests and inquiries. Other duties relevant to the implementation of the project. Institutional Arrangement

Under the overall guidance and direct supervision of Head of Thailand Policy Lab, the Policy Innovation Associate will provide support in coordinating the policy innovation process, the capacity building and the community of innovators pillars, ensuring high quality, efficient and effective project delivery.
