Job description

The Spanish Ministry of Foreign Affairs, European Union and Cooperation (MAEUEC) is the national coordinator for international development cooperation. The Secretary of State for International Cooperation at MAEUEC is responsible for sustainable development cooperation and humanitarian assistance. The Secretariat for International Cooperation (SECI) reports directly to the Secretary of State within MAEUEC. Spain will assume the rotating presidency of the Council of the European Union for six months from 1 July 2023. The secondment will directly assist the EU Presidency Team within SECI in Madrid, Spain.

Your tasks

Actively support Spain’s Council Presidency Team within the SECI Work closely with the (Brussels-based) Council Presidency Team based in the Spanish Permanent Representation and support/represent the Presidency in relevant working parties and working-level meetings Provide analysis and advice across the full scope of EU development policy and cooperation, including Team Europe, the Neighbourhood, Development and International Cooperation Instrument, Global Gateway and joint programming Enable communication and exchange across thematic areas relevant Council Working Parties, contributing to strengthened policy coherence across Council preparatory bodies of EU Support policy development and help facilitate policy-related negotiations Serve as an access point for coordination and cooperation among member states, especially between Federal Ministry of Economic Cooperation and Development (BMZ) and the Spanish MAEUEC, with the preceding Presidency (Sweden) as well as with the Trio Presidency states (Spain and Hungary)

Your profile

Completed university studies in a relevant discipline and extensive professional experience in the development policy sector Extensive knowledge of German and European development policy as well as excellent knowledge of EU decision-making processes and procedures regarding development policy Experience in the context of European development policy of either gender equality, development in transition or Team Europe would be an advantage Knowledge of or work experience on/in Latin America would be an additional advantage Considerable ministerial work experience within the BMZ and experience in cooperation with the EU, its Member States and other international actors Strong political understanding and diplomatic skills, combined with strong conceptual and analytical skills, as well as strong advisory and communication skills, especially in writing and editing Confident manner and strong personal skills such as resilience, commitment and creativity as well as knowledge of development policy-related process management and experience of managing multi-actor networks Ability to build professional and reliable networks with relevant actors in the field of development policy, ideally building upon existing networks Interest in cross-cultural exchange with Spanish partners and intercultural competence as well as an openness to learn from the Spanish experience; prior experience in cross-cultural exchange with Spanish partners is an advantage Business Fluency in Spanish, English and German
