Purpose of Job:

The Project Management Unit Support Consultant (PMUSC) is expected to complete an unfinished process of drafting AAN’s Evaluation Manual (essentially a Step-by-Step Guide), through a consultative and iterative process (sections of the manual are available). The PMUSC is to draft the manual using the best/current Project Management practices and standards.

The objective of creating this user-friendly manual is to document the complete evaluation process/cycle of a development intervention (Project/Program/Policy) in an easy-to-understand step-by-step guide. The manual is expected to capture the complete evaluation cycle (comprises of SoPs tailored for each phase during project lifecycle from inception to completion; team assembly, their roles and allocated tasks at various steps; quality assurance standards; project management tools, checklists and templates) to help standardize, train, apply and assess consistency to the established standards

Duration of assignment:

6 weeks minimum

Responsibilities:

1. Review existing pieces of manual/guide and meet with key team members to understand key evaluation phases, processes, steps, standards, structures and templates/tools. The PMUSC is to produce/present a Draft Outline of the Evaluation Manual to AAN’s designated QA Committee to finalize the outline/structure of the Manual/Guide

2. Draft and consolidate (improve existing pieces) an Evaluation Manual, seek feedback from AAN’s Committee and finalize. Make a final presentation of Manual for AAN Management

3. Facilitate training for AAN Managers/Staff of the Manual/Guide of at least 4 days or 24 hours – could be organized in multiple sessions. Training may be video recorded, so it can be used in future. AAN’s Senior Manager PMU may co-facilitate some sessions.

Deliverables:

Deliverable1: A 3600 Report with Current Practices/Standards and Outline of the Manual/Guide. 1 week

Deliverable2: Evaluation Manual/Guide and Presentation to AAN Management. 4 weeks

Deliverable3: Training Plan/ Session & PowerPoint (PPT) Package. 1 week

Essential Qualification, Experience and Skills Requirement:

1. Master’s degree in International Development & Management

2. The candidate must bring at least 8-10 years of experience in Project Management and Development sector.

3. Proven experience in creating Project Management related processes.

4. Considerable experience in developing training content/modules for team capacity building.

5. Extensive experience in utilising PM’s nine knowledge areas.

Preferred Skills:

1. Solid understanding of Program Management’s knowledge areas.

2. Delivering and facilitating innovative approaches and solutions to development programming would be an advantage.

3. Experience in designing, processes for monitoring, evaluating and research related projects
