Job Purpose

Reporting to the IFRC Head of Delegation and in close cooperation with the ESSN operations manager and the migration programme coordinator, the Planning, Monitoring, Evaluation, and Reporting (PMER) Coordinator is responsible for oversight and coordination of all PMER activities of the IFRC Turkey Delegation. He/she provides expert technical operational support and guidance to IFRC and TRCS on all PMER components of the Community-Based Migration Programme, the ESSN and all other programmes and emergency operations of the IFRC Turkey Delegation.

In close collaboration with TRC, the PMER Coordinator is responsible to ensure IFRC PMER systems, policies and practices are in place and to ensure accountability in alignment with donor requirements. He/she is the focal point for all reporting aspects of the ESSN programme, which is the EU’s flagship humanitarian programme worldwide. In addition, he/she will oversee all PMER components of the Migration Programme and all other operations of the IFRC Turkey Delegation. This includes the closure of the current international appeal and the transition into the country operational plan.

The PMER Coordinator will work in close collaboration with all ESSN units, as well as the IFRC Migration team. The PMER Coordinator is expected to ensure programme compliance, quality, and accountability within the framework of IFRC’s ESSN programme, the migration Programme and the country operational plan in Turkey through these key functions:

  • Manage the planning, monitoring, evaluation and reporting unit of the IFRC Turkey Delegation.
  • Coordinate planning, monitoring, evaluation and reporting (PMER) processes for the IFRC Turkey delegation
  • Manage donor coordination and accountability through submission of reports and proposals (key donors: ECHO)
  • Manage and coordinate all planning and reporting related matters of the ESSN programme, in close coordination with the operations manager
  • Overseeing the reporting and evaluation aspects of the closure of the international emergency appeal, in close collaboration with the migration programme coordinator and the PMER officer
  • Support the transition to the operational plan, and coordinate PMER activities under this framework, in close coordination with the Information Management (IM) and Community Engagement & Accountability (CEA) teams.
  • Mentor and support the PMER capacity of TRC and IFRC teams, as required.

Job Duties and Responsibilities

Planning

  • Coordinate potential new emergency appeals and other programmes from the IFRC Turkey Delegation.
  • Support the transition from the international appeal to the operational plan, ensure that necessary elements are reflected in the operational plan and data collection systems adapted
  • Provide technical and coordination support and input to programmatic planning and alignment with complementary programmes
  • Lead on and support proposal development, modification requests, and revisions of operational plans.

Monitoring and Evaluation **

  • Provide guidance to reporting compliance in regards to monitoring requirements of the ESSN Programme.
  • Support the implementation of an M&E system for the ESSN programme, working closely with the ESSN M&E delegate to ensure harmony with reporting requirements and product design.
  • Oversee the M&E system for IFRC emergency appeals and the country operational plan. Lead and manage evidence-base of monitoring and evaluation work on all operations and programmes of the IFRC Turkey Delegation, to inform accountability to donors and partners
  • Coordinate with operations and programme teams (CEA, PGI, IM especially) to ensure that various programmatic areas are properly captured in in the different information and management tools (reports, operations updates, donor reports, etc.).
  • Support the IM team in maintaining a data management system that is fits the information and monitoring needs of the programme / Liaise closely with IM teams to define and agree data sources, and layout for the reporting templates and other Data visualisation requirements.
  • Work closely with CEA teams to ensure that monitoring and reporting engages with and reflects the voice of affected populations. Integrate a focus on accountability in all PMER activities to ensure accountability to affected populations.
  • Coordinate with external actors to maximize coordination and collaboration around data collection, to benefit from secondary data and reduce duplication and the negative impact of assessment fatigue.
  • Support field monitoring visits with technical and TRC teams.
  • Support the design of surveys, reviews, lesson-learning exercises/workshops, evaluations, or other relevant studies, to ensure writing quality upholds IFRC’s standards.
  • Develop ToRs for internal and external evaluations, studies, reviews, and lessons learned; coordinate evaluations and similar exercises
  • Ensure the sharing of findings and lessons learned to inform planning and future implementation; disseminate evaluation findings and recommendations.

Reporting

  • Lead and ensure quality assurance for all reporting-related matters in the IFRC Turkey Delegation.
  • Ensure that the internal and external reporting requirements are met by undertaking quality control and final editing or all IFRC reports. Oversee that professional standards are adhered to and deadlines are met.
  • Ensure that all reporting on the ESSN programme is compliant with ECHO requirements and/or with IFRC’s global standards and formats.
  • Review and approve reports produced by M&E and Reporting officers, as well as by programme teams (e.g. CEA or Field Coordination), for internal and external circulation.
  • Liaise closely with the IFRC Finance Unit, PRD and other technical teams to ensure timely and quality financial and narrative reporting in adherence with IFRC PMER standards and ECHO requirements. Ensure compatibility between narrative and financial information in all reports.
  • Manage efficient and effective quality control and delivery of reporting on all operations and programmes (donor reporting, M&E reports, operations updates, etc.). Ensure all reports are clear, accurate and informative.
  • Promote a culture of accountability with senior management and across all sectors.
  • Manage and track the reporting budget

Managerial

  • Team management of the PMER unit in the IFRC Turkey Delegation, consisting of 1 Reporting Officer, 1 M&E Officer, 1 Data officer and 1 PMER officer. This includes supervision of quality and workload, performance management, coaching, recruitment and onboarding
  • Ensure staff resources are effectively managed and developed within the team, in compliance with IFRC guidelines, policies and procedures.

Capacity support

  • Guide the planning and implementation of planning, monitoring, evaluation and reporting workshops and trainings for TRC and/or IFRC staff.
  • Support, advise and assist the Turkish Red Crescent to further enhance their planning, monitoring, reporting and evaluation processes, procedures and systems.
  • Provide technical guidance and support to relevant staff on developing reporting capacity (TRC and IFRC). Identify and support capacity sharing opportunities with TRC to enhance their reporting skills and systems, based on need and request

Education

Required:

  • Graduate degree in social science, humanitarian studies or other relevant areas

Preferred:

  • Post-graduate qualification in a M&E or related field
  • Basic Delegate Training Course or IMPACT., ERU or CAP Training

Experience

Required:

  • At least 5 years of experience in the humanitarian sector focused on project planning, monitoring, evaluation and reporting.
  • Experience in working within the different components of the RC/RC Movement especially working with National Societies and/or in the field.
  • Experience in cash transfer programming and/or social safety nets
  • Strong background in report-writing and product delivery to tight deadlines, experience with ECHO grant reporting preferred.

Knowledge and Skills:

  • Excellent knowledge of qualitative and quantitative research methods, incl. sampling strategies for large-scale surveys
  • Knowledge of assessment, survey and monitoring methodologies and experience of implementing them

Languages:

  • Fluently spoken and written English

  • Good command of another IFRC official language (French, Spanish or Arabic)
  • Other languages: Turkish
