The RAPID Program is an expansion of Project Climate Twin Phoenix which implemented prior interventions in Regions X and XI to support risk-sensitive recovery planning after Tropical Storm Washi and Typhoon Bopha devastated the regions. It is envisioned to strengthen the capacity and preparedness of 12 Haiyan-affected local government units (LGUs) in Samar and Leyte and their coastline communities, to manage disaster risks and adapt to the overall impacts of climate change towards resilient and sustainable development.

 

RAPID focuses on risk management, which covers risk and vulnerability assessments, emergency preparedness and response, climate/disaster risk reduction, and a strengthened regulatory framework via control measures to land use planning, engineering standards, and project evaluation.

 

The RAPID Program aims to raise the awareness and competencies of decision-makers and communities in its target areas about the impacts of natural hazards on lives, properties, and the economy, and that the changing climate brings extreme weather events that can trigger and exacerbate the impacts of future hazard events. It is designed to enable the target local government units (LGUs) to come up with better plans, policies and regulatory measures that take into account climate and disaster risks using science-based risk assessments.

 

 

Under Output 4 of the UNDP-RAPID program, it will mainstream climate and disaster risk in land use and development plans. The UNDP-RAPID Program will develop Baywide Coastal Zoning Land Use Framework (BCZLUF) in the San Pedro Bay and Leyte Gulf, develop guidelines on mainstreaming DRR-CCA into Comprehensive Development Plans (CDPs) and Local Development Investment Programs (LDIPs), enhance the Comprehensive Land Use Plans (CLUPs) and Local Climate Change Action Plans (LCCAPs) of the target LGUs, and develop supplemental manual on mainstreaming DRR-CCA in the Project Development and Evaluation Manual (PDEM).

 

Against this background, UNDP is seeking a Monitoring and Evaluation Officer to be based in Manila, with field work in Leyte, Samar and Easter Samar..  The overall purpose of this role is to provide the following:

 

  • Programme Support:

 

Provide technical and operational support for RAPID Programme, design, implementation, delivery and monitoring at the coastal areas (Leyte, Samar, and Eastern Samar) affected by Typhoon Haiyan.

 

  • Coordination:

 

  • Liaise substantively with all relevant national counterparts and partners as regards UNDP’s programme portfolio.
  • Support the Team Leader, RAPID, to ensure synergy and coordination with all other relevant UNDP teams and clusters.

 

Under the overall supervision of the Programme Manager of the UNDP Inclusive and Sustainable Development (ISD) Unit and the direct supervision of the RAPID Project Manager, the Planning Officer will perform the following functions:

 

  • Provide technical support to UNDP-RAPID Program in the implementation and monitoring of activities on mainstreaming Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) in local planning and decision making.
  • Conduct research and technical support in the scoping and review of relevant planning guidelines, DRR-CCA mainstreaming initiatives, other relevant policies.
  • Facilitate coordination between UNDP-RAPID Program and its partners (e.g., DILG, NEDA, OCD, HLURB) in the planning, implementation, and monitoring of activities in BCZLUF, Guidelines on Mainstreaming CCA-DRR in CDP-LDIP, Enhanced CLUP Preparation, Enhanced CDP Preparation, Enhanced LCCAP Preparation, and Supplemental Manual on Mainstreaming CCA-DRR in the PDEM.
  • Provide assistance in the conduct of expert group meetings, inception meetings, and other consultation activities with regional offices of partners, LGUs, and other key stakeholders.
  • Assist in the preparation and conduct of workshops, trainings, and other similar activities. This includes providing inputs in developing appropriate training strategies, approaches and work plan.
  • Provide support in providing technical inputs during the onsite hands-on coaching and mentoring of LGUs in the preparation of their land use and development plans.
  • Provide inputs in the review of land use and development plans prepared.
  • Monitor progress of project implementation and prepare activity reports, accomplishment/progress reports and other related documents under the following activities:
    • Baywide and Coastal Zoning Land Use Framework (BCZLUF),
    • Guidelines on Mainstreaming CCA-DRR in CDP-LDIP,
    • Enhanced CLUP Preparation,
    • Enhanced CDP Preparation,
    • Enhanced LCCAP Preparation, and
    • Supplemental Manual on Mainstreaming CCA-DRR.

Education:

  • Bachelor’s Degree in Economics, Social Science, Human Ecology or other related courses.

Experience:

  • Licensed Environmental Planner.
  • At least 4 years of combined academic and work experience relate to environmental/urban and regional planning.
  • At least one (1) year of development work experience in Leyte, Samar, and Eastern Samar with technical knowledge on CLUP, CDP, LDIP, LCCAP, and other planning components; and mainstreaming CCA-DRR in local planning.

Language Requirements:

  • Fluency in English
