Job Title: Planning, Monitoring and Evaluation Advisor (Z Zurich Flood Resilience Alliance)
Reports to: Programme Approaches and Learning Senior Advisor.
Liaises with: Other advisors within Concern’s Strategy, Advocacy and Learning Unit, Concern’s International Programme Department, Overseas staff.

Pay Band: Band 5 €49,167 - €57,843
Contract: 12 month specified purpose contract
Job Purpose: To support the commitment of Concern to effectively monitor and evaluate all programmes and apply a Results Based Management approach to constantly improve programme quality, with a focus on resilience and disaster risk reduction programmes, and direct support to a programme on Flood Resilience implemented by a consortium funded by Z Zurich
Key Responsibilities:
Support to programme planning and monitoring across all Concern programmes and countries:
Review of proposals, log frames, Theory of Change across all programmes as required (in particular Resilience and DRR programmes) in all countries, providing prompt and actionable feedback to maximise alignment with Concern processes (particularly alignment with Concern standard indicator lists)
Facilitate in-country programme planning workshops, rolling out Concern specific programme planning tools (Contextual Analysis, Theory of Change template, Programme Toolkit)
Provide support to country teams to develop and review monitoring systems, with a specific focus on development of a comprehensive monitoring and evaluation framework for the Z Zurich funded Flood Resilience programme that can be used across all consortium partners
Support to data collection throughout the Programme Cycle
Provide feedback on data collection tools focusing on efficient and accurate ways to collect required data, with a focus on the review and use of an existing Flood Resilience Measurement tool and how it can be adapted into practical monitoring tools for programme management
Advise on appropriate sampling methodologies
Quality control of data collected on any new data collection tools developed in relation to Flood Resilience
Support to Results Based Management
Support country and consortium partner teams to have timely access to accurate information from data collected (through planning for automatic reports on Concern’s digital system, training on data analysis, support to qualitative data analysis, meta-analysis of cross organisational results etc.)
Strengthen quarterly and annual review processes at country and consortium level emphasising use of data for programme planning and adjustments.
Review and feedback on annual reports
Supporting Evaluations and Promoting Learning
Review inception reports on evaluation methodology from consultants to ensure they are of high quality and are methodologically sound.
Review evaluation reports to ensure they are of high quality, in particular that they are evidence based and use appropriate methodologies
Link with research institutions to ensure learning from research projects are integrated into Concern’s M&E system.
Work closely with Concern’s Knowledge and Learning Advisor to ensure learning is captured from evaluations
Documentation and Information Management
Ensure accurate and comprehensive documentation of M&E processes and procedures within Concern
Identify any gaps in current Concern M&E guidance (across both development and emergency programmes- particularly on DRR, Resilience and Emergency Response) and research and fill those gaps as required within the framework of the existing Programme Quality Guide
Working with sector advisors (especially the Resilience and Emergency teams), review and improve sector specific monitoring guidance
Capacity Building on M&E processes
Continuous capacity building of both Concern and Consortium partner staff on M&E processes through field visits, induction sessions, webinars and eLearning modules.
Specific support to roll out of Concern’s Digital Data Gathering system.
Acting as mentor to volunteers and other M&E staff as required
Human Resources
Consortium specific work
Act as Concern’s representative on M&E within the Flood Resilience Alliance consortium, including at meetings with consortium members and with the donor.
Work closely with the consultant appointed to work on the consortium level M&E Framework
Manage the delivery of Concern’s M&E responsibilities within the Flood Resilience Alliance, at a global programme level and at a community intervention level
For Concern and consortium partners, lead the development of flood resilience intervention indicators (plus guidance for use) which can be used at local, regional, national and potentially international levels, and which relate to the Flood Resilience Alliance sources of resilience. Deliver training in relation to indicators as required.
Work with research partners to maximise insights and learnings from relationship between intervention indicators and sources of resilience, and with Concern’s Knowledge and Learning Advisor to ensure learning is captured.
Participate in Flood Resilience Alliance working groups as required.
Skills and Experience Required:
Essential:
Experience Working on Monitoring and Evaluation
At least three years working in developing countries or supporting developing country programmes in M&E
Specific experience working on M&E in a Disaster Risk Reduction (DRR), Resilience or Emergency Response programmes
Practical experience on programme planning especially developing Theories of Change and log frame development
Practical experience of putting in place robust monitoring systems
Practical experience conduction or managing evaluations
Working within other agencies and with donors
Experience in liaising with counter parts in other agencies as well as with donors on programme related issues.
Confidence in representing M&E methodologies, findings and priorities to donors
Data Collection
Knowledge and practical experience in conducting quantitative data collection, including developing data collection tools, sampling and data analysis
Knowledge and practical experience in qualitative methodologies including developing data collection tools, sampling and data analysis
Experience working with Digital Data Gathering systems
Data Use
High level of analytical capacity and use of data analysis tools (SPSS, R, Dedoose etc.)
Demonstrated experience of using data for project/programme management
Documentation and Presentation
Ability to communicate complex information in an accessible format
Excellent presentation skills
Capacity Building
Experience of capacity building of both internal and partner staff in Planning, Monitoring and Evaluation processes and data collection (both quantitative and qualitative)
Experience in developing practical guidance and templates for field staff
Team Work
Excellent interpersonal communication skills and ability to operate as part of a team as well as working independently.
Excellent spoken and written English
Desirable:
Ability to work through French and/or Spanish
Practical experience working in consortia and developing consortium level M&E tools and guidance
Previous experience with IForm Builder and/or use of JavaScript
Knowledge and understanding of research methodologies
