  • Demonstrable organizational skills
  • Proven ability to communicate effectively, both orally and in writing
  • Demonstrable interpersonal skills and documented experience in negotiations
  • Depending on the field activity's mandate, significant prior experience in relevant fields such as international customs practices and procedures, law enforcement, and military observations and arms control may also be required
  • Negotiating experience, preferably in the area of monitoring operations and/or related activities

Mandatory:

  • Experience and/or training in monitoring, reporting and observing of political and military developments
  • Experience in media, including social media, monitoring and press analysing

  • Readiness to travel long distances by road to various locations in the region, sometimes at short notice and for an indefinite period of time; readiness to be assigned to other duty stations in the region on a temporary basis

  • Ability to work without supervision, sometimes with high level officials

Tasks and Responsibilities

The Office of the Personal Representative of the OSCE Chairperson-in-Office on the Conflict Dealt with by the OSCE Minsk Conference is looking for a qualified, motivated and experienced professional for the position of the Personal Assistant (PA) to the Personal Representative (PR) of the OSCE Chairperson-in-Office (CiO).

Under the direct supervision of the PR, and in close collaboration with the CFA/Executive Officer, the Personal Assistant provides advice and support to the PR on a wide range of policy matters, communicating on his behalf with other mission members, colleagues representing the OSCE Chairmanship, OSCE Secretariat and external interlocutors.

In particular, the Personal Assistant performs the following functions:

Liaising with the PR, the CFA/Executive Officer and the PR's field assistants in Baku, Yerevan and NK on a daily basis;Maintaining regular contact with representatives of the OSCE Chairmanship and Secretariat, as well as civilian and military authorities, International Organisations and civil society organisations throughout the region;Monitoring and analysing local and international media coverage of issues related to the mandate of the PR;Participating and planning, if required, in the PR CiOs mandated field activities ;Drafting reports on developments in and outside the region related to the PR's mandate; and on the activities of the PR;Drafting speeches and public statements, and responses to media enquiries; Drafting and helping manage the PR's correspondence;As security focal point, working closely with the Chief of Fund Administration/Executive Officer to support the PR in managing mission security;Performing other related duties as assigned.

Based in Tbilisi, the incumbent should be prepared to be deployed at the PRs request to any location throughout the region, sometimes at a short notice and for an indefinite period of time.
