Background:

Under the supervision of the Chief of Fund Administration, the incumbent is mainly responsible for administration of OSCE PCUz’s payroll.


Tasks and Responsibilities:

The incumbent is responsible for:

Payroll:

Reviewing and ensuring correctness of overtime and daily staff attendance records in accordance with the current regulatory framework; Reviewing, checking and entering payroll deductions into the HR Oracle module in relation to private telephone calls and private usage of OSCE vehicles; Ensuring that labour distribution forms are submitted and daily staff salary elements are entered properly; Processing of Salary and BLA advances and advance collection; Running Exception Report regularly and ensuring that report are free of errors; Preparing the monthly reports necessary for Payroll Closure Check-List Completion; Verifying payroll process results following List of Personnel Action Form for accuracy and completeness; Processing RETRO and Late Starters assignments, if required; Processing clearance of FX differences raised upon separation and salary/ BLA advances; Preparing release/withhold payment list to Finance for payroll credit reflecting any changes that may have financial implication on payment of BLA or salaries; Administering the OSCE Provident Fund; registering new staff members, advising field operations on registration modalities, informing the Provident Fund management on withdrawals, switching and re-direction of staff members funds; Entering SSA contracts into the HR Oracle module; Processing hiring of a new staff and separation in HR Oracle module ensuring related entries effecting payroll payments; Maintaining payroll files; Identifying system related problems and logging service requests; IRMA: Processing POs for SSA consultants; Processing travel related POs; Processing regular closure of raised POs; Registering and updating Suppliers in SCB Handler Module

Procurement:

Assisting Senior Procurement and Asset Management Assistant in conducting tenders in compliance with tender procedures of OSCE, preparing technical specifications/terms of reference, if needed, completing the bidding documents, performing administrative, technical and financial evaluation of received bids and preparing the bid evaluation reports.

Miscellaneous:

Replacing other FAU staff during leaves/absence;

Performing other tasks as required.

Necessary Qualifications:

Completion of Secondary Education supplemented by formal training in general administration of personnel management. At least 4 (four) years of working experience in the field related to the work; Computer literate with practical experience in Microsoft applications , practical experience with Oracle or another ERP system would be an asset; Excellent written and oral communication skills in English, Russian and in local language Ability to work with people of different nationalities, religions and cultural backgrounds. Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities. Attention to details and accuracy

Remuneration Package:

Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
