Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) Cox’s Bazar, Bangladesh and the direct supervision of the Head of Humanitarian Assistance and Operations, the successful candidate will be responsible for managing, coordinating, organizing and tracking all aspects of the partnerships and grant cycle, for maintaining the grant information records and any requested regular or ad hoc programming reports required. The incumbent will be responsible for all aspects of the supervision and management of the administration, communication and coordination of the International Organization for Migration (IOM) Cox’s Bazar grant activity across all sectors and with a particular focus on localization.

Core Functions / Responsibilities:

  1. Directly manage and supervise the Grants Unit for IOM Cox’s Bazar to ensure effective utilization of donor funding, continuity of Implementing Partner (IP) programming and compliance with IOM’s regulations on partnerships and IP management.

  2. Support Programme Managers (PM) in tracking and managing IP grants and approved grant activities, and where needed make timely and necessary adjustments.

  3. Oversee and manage direct communication and liaison with IPs on behalf of IOM Cox’s Bazar and notify relevant colleagues on significant administrative and operational changes as needed. Manage and conduct monitoring and evaluation field visits for IP activities in coordination with the PMs.

  4. Coordinate all aspects of grants management with the DCoM, Head of Humanitarian Assistance and Operations, the Resource Management Unit (RMU), Programme Support Unit (PSU), Legal, PMs, Sectors and other relevant units, as needed.

  5. Manage, update and maintain the various tracking tools, databases, and Standard Operating Procedures (SOPs) for IP management and ensure that all records, hardcopy and electronic documents of the Grants Unit are complete and filed properly.

  6. Oversee the submission and review of all grant documentation by IPs including project proposals, budgets, agreements, reports and other related documentation. Liaise with concerned counterparts as necessary to ensure all submissions are in compliance with regulations on IP management.

  7. Maintain systems of communication and data sharing with Programme focal points and apply appropriate, programme-wide standards of grant cycle management, data collection, and information flow.

  8. Lead the yearly IP Selection Process, including the performance assessment and evaluation of existing IPs and selection of new IPs in coordination with PMs, management and PSU.

  9. Support the finance team with the overall control of grant expenditures. Ensure all grant disbursements are properly designated and tracked as per IOM's accountancy system. Centralize financial tracking of all grants managed by Cox’s Bazar, identify gaps and provide analysis to management for decision making.

  10. Provide training to concerned staff on all related aspects of the grant life cycle and ensure the overall integrity of performance for each partnership management officer within the respective Programme Units.

  11. Oversee and supervise Localization initiatives including developing strategies of engagement, trainings for local actors to build capacity in areas of finance management, project development and report and general administration.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Business Administration, Management or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in grants programming essential, particularly in the areas of humanitarian response programmes in emergency context;

• Experience working in an international organization and knowledge of the UN is essential;

• Experience with the IOM contracts, Implementing Partners and related legal and procurement processes.

• Experience in operational activities in a post-crisis or emergency area.

Skills

• Excellent writing and reporting skills are essential.

• Knowledge of the region is an advantage.

• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.

• Excellent knowledge of the IOM project management cycle.

• Good knowledge of UN and bilateral donor programming.

• Ability to write and speak clearly and concisely in English.

• Strong computer skills.

• Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Bangla and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
