With over 850 indigenous languages and one of the most ethnically diverse populations, widespread poverty, and gender inequality make it hard for many children to realize their rights. In Papua New Guinea, UNICEF’s works effectively both ‘upstream’ (with governments) and ‘downstream’ (at the grassroots level) to carry out its mission through a programme of cooperation jointly developed with the government guides our work in the country.

 How can you make a difference? 

UNICEF through the Spotlight Initiative is supporting the National Office of Child and Family Services (NOCFS) to institutionalize the Parenting for Child Development (P4CD) Programme.

UNICEF developed the Parenting for Child Development Programme in 2016-2017 along with Faith based organizations from three provinces in Highlands’s region. The program was scaled up to six provinces by 2022, mainly implemented by Civil Society Organizations.

The parenting program is designed as a universal and preventative programme for parents and caregivers of young children aged between 3 and 10 years.

The main components of the P4CD programme is the prevention of violence against children and women enhancing positive parenting which moves away from violence discipline; increased family interactions and understanding their children better.

The programme is composing of x6 sessions (x1 day for each). The sessions covered in workshops that cover:

· Brain Development - starts with the first years of life and explains the importance of stimulation and positive attention for early learning and healthy brain development. Early moments matter (first 1000 days) campaign

· Positive attention: Children develop best when caring adults respond with warmth and positive attention

· Harmful influences. explores some harmful influences on child development. Harmful influences include family conflict, stress and neglect

· Play Time - seeing children’s needs, building strong relationships between parent and child and learning about child development

· Understanding Behaviour - understanding children’s behaviour and positive options for responding to behaviour that are fair, respect the child and help the child learn.

· Positive Strategies to address Difficult behaviour/ Behaviour expressed needs and feelings/ Harsh Parenting/Positive Discipline - the importance of seeing children’s needs; building relationships through encouragement and positive attention and building parents’ knowledge of how to provide positive discipline; parents’ own needs and emotions; positive family relationships and good communication and problem-solving with children

Scope of work

The consultant will work with the NOCFS specially with the prevention staff of the NOCFS aiming to support and engage the staff to understand the P4CD programme:

Building Capacities

1. Build Capacities of the NOCFS Technical Team on P4CD program.

2. Build capacity of implementing partners CSO’s through ToT model.

3. Work with PILAG and NTC to develop P4CD content materials for trainers and have government accredited certify Trainers.

4. Stablish the P4CD network, develop an action plan, including needs assessment, capacity building strategy.

5. Support to develop a monitoring tool

6. Develop a SOP and ToR for the provincial implementation of the P4CD programme, including the ToR for the Child Protection Officers at the provincial level.

Budgeting and planning

7. Provide technical assistance to include the P4CD programme in national and subnational plans.

8. Advocate with National and Provincial governments to commit funding for the P4CD programme.

9. Support NOCFS to develop PIP funding proposal and submit to national planning.

10. Develop and implementation framework for the P4CD programme can be used by government and CSO

Multisectoral collaboration

11. Support the roll out of P4CD through cross sectoral cooperation with Health sector at subnational level (through convergence programme)

Awareness raising

12. Development of key messages and communication material to raise awareness on positive parenting and the programme itself.

Support the current implementation of the P4CD Programme

13. Coordinate and monitor the implementation of the P4CD with CSOs implementing partners

14. Develop programme documents with new implementing partners.

15. Support the NOCF to design and implement a model to support CSO (small grants model)

16. Design and implement a piloting of the P4CD Programme through NOCFS

Time Frame to achieve the above objectives: 18 months.

 

As a champion for every child, qualifications are… 

Advance University Degree (Master or above) in Social Science, particular international development, human rights, psychology, sociology, international law, social work, or another relevant field. Minimum 5 years of relevant professional experience, i.e. prevention of violence against children, gender based violence, and/or child protection system strengthened, community mobilization, parenting programmes. Demonstrated technical expertise in this area Experience developing and adapting training materials and conducting trainings Experience developing organizational policies and procedures Experiences in developing and delivering awareness/IEC messages/materials appropriate to local context Interpersonal skills: cultural sensitivity communication, facilitation Proficiency in English

This position is a short-term assignment and doesn’t give rise to a long-term permanent post with the organization.
