The Coalition on Violence Against Women (COVAW) is a national Kenyan not-for-profit women’s rights organization. We are committed to advancing women’s rights; and work towards achieving a society free from all forms of Violence Against Women and Girls (VAWG). COVAW was founded in 1995 as a response to the silence of the Kenyan society to address VAWG. COVAW implements projects under five (5) strategic focus areas including: Access to Comprehensive Sexual and Gender Based Violence (SGBV) and Sexual and Reproductive Health Rights (SRHR) Services; Women’s Economic Empowerment; Women’s Leadership Development; Access to Justice; and Institutional Development.
COVAW, in partnership with VOICE is currently implementing a 2-year project entitled TUPO.TUSIKIZWE (We are here. Listen to us) which will be implemented in Kwale County. The project aims at empowering marginalized women and girls, including those with disabilities to participate in the County Budget process in Kwale County by enhancing their voices to demand for the uptake of their priority needs and equitable distribution of resources. The project will address this by enhancing understanding of the normative framework in budgeting at the county level, capacity building of women and girls including those with disabilities to analyze the Kwale County Budget estimates against their needs and recommend actions to enhance responsiveness. This will prompt critical engagement in development processes, enabling citizens to understand the importance of provision of resources that match needs of vulnerable groups and provide a means of holding public officials accountable, when they make development commitments.
The primary beneficiaries will be Vulnerable and marginalized women and girls, including youth and persons with disabilities in Matuga Sub-county and the secondary beneficiaries will be Women leaders in the county assembly of Kwale, County government officials, Civil society representatives, Media officials and community members**.**
The primary purpose of the consultancy is to:
· Develop a citizen friendly pamphlet on gender responsive budgeting
· Package the content in an attractive, creative manner while making use of infographics/visual illustrations to ease user ability by target groups
· Use infographics that are original
· Ensure proper referencing in case content is from another source
· Ensure the examples and infographics are relevant to the grass root community context with emphasis on engagement of women, girls including persons with disabilities
· Develop the content in English. A few of the infographics can be developed in Kiswahili
Broadly, the pamphlet should cover the SCOPE, below;
● What is devolution, what are the characteristics of Kenya’s devolution? and why was it introduced?
● What are the functions of county government? Illustrate national and county government’s functions
● Roles and functions of the county assembly and the county executive
● What are the constitutional and legal provisions on county planning processes? (Constitution 2010, PFM act 2012, County Government act 2012 section 113, Public Participation Act, Access to Information)
● Why is it important to participate in county planning processes?
● How can women, girls and people with disabilities (PWDs) participate in the county planning processes?
● What is a budget? Why is it important for the county to budget?
● Where does the county generate revenue from?
● What are the key stages in the county budgeting process? Illustrate the budget circular and the stages
● How can women, girls and PWDs participate in the budgeting process?
● Why do I need to participate in the budgeting process?
● How can the county incorporate gender issues during resource allocation to ensure women, girls and PWDs benefit?
● Why is it important to have budgets address the needs of women, girls and PWDs?
● How can women, girls and PWDs benefit from equitable resource allocation?
● How can I prepare and submit recommendations/proposals to lobby the county budget to ensure resource allocation reflects the needs of women, girls and PWDs?
● How can the county benefit from gender responsive budgeting?
The selected consultant should deliver the following:
The draft document will contain information as indicated in the scope above.
Timely feedback on the 1st draft will be provided by the program team.
The revised documents will synthesize all information, conclusions and recommendations taking into account all comments and additions from COVAW following the submission of the 1st Draft Document. In case the 2nd draft document is not satisfactory to either parties, communication and the work should continue till an approved 2nd draft.
All documents used in the preparation of this assignment such as, interview guides, progress reports, data collection tools, draft project documents, templates, raw data collected, preliminary and intermediate designs, layouts, specification documents etc. are expected to be submitted to COVAW together with the 2nd draft document.
Validation meeting
COVAW will organize a feedback meeting. The consultant will make a presentation to the program team on the contents of the pamphlet. The meeting will be an opportunity to clarify outstanding aspects of the pamphlet before their finalization.
Produce final document
The consultant will be expected to produce the pamphlet in English language and some infographics done in Kiswahili. which will include the main issues discussed and all the components provided by COVAW during the validation meeting. The consultant shall determine the substantive content of the resources. The pamphlet should be printed in both sides and folded in fourths. The pamphlet must be formatted (edited, content layout and design) ready for publication (in a printable final version). Must submit one printed copy.
MANAGEMENT AND TIMEFRAME
Duration of the work
The duration of this consultancy is expected to run for 4 Weeks.
The consultant will be supervised and guided directly by COVAW and the consultant will be required to meet the expected deliverables listed during the period of the consultancy. The consultant will work closely with the COVAW Team and will from time to time submit and share the progress of activities as agreed.
COVAW will be responsible for the following:
● Holding an entry meeting with the consultant
● Sharing the relevant COVAW background organizational information and providing contacts for the program team in charge
● Review, discuss and improve the drafts produced from review
● Providing the consultant with specific information and feedback within the stipulated time
● Validate the final pamphlet
● Degree in graphic design or related field
● Work experience in the non-profit sector
● Extensive experience in designing similar projects that work with the marginalized communities including youth, women and persons with disabilities
● Fluent in English and Kiswahili
● Ability to plan, prioritize and provide quality results on time
