Background

The Swedish Red Cross (SRC) is supporting the Liberian National Red Cross Society (LNRCS) in implementing a capacity building project in Liberia. The SRC and the LNRCS are both part of the International Red Cross and Red Crescent Movement (the Movement). The Movement – consisting of the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC) - is the world's largest humanitarian network. SRC has been engaged multilaterally in Liberia for many years and has been supporting the work of LNRCS since the end of the civil wars in Liberia. In 2019, SRC started working bilaterally with LNRCS and established our own office with two delegates in Monrovia.

LNRCS played a crucial role in contributing to halt the Ebola Virus Disease (EVD) epidemic through its nationwide operations and is currently supporting the prevention of the Covid-19 outbreak in Liberia. Following the EVD response operation, the LNRCS had a deep organizational crisis due to corruption cases and is now rebuilding its organization. All other Red Cross and Red Crescent Movement partners have phased out from Liberia and SRC is the only partner with presence in-country.

SRC and LNRCS have developed a three-year bilateral project called Building a Sustainable LNRCS for community resilience that aims at developing an increasingly sustainable LNRCS, with active and well-functioning branches and chapters supporting communities in resilience-building activities. The project has four components: 1) Chapter and Branch Development, 2) Volunteer Management, 3) Protection, Gender and Inclusion and 4) Resource Mobilization. The project is focusing at building the capacity of LNRCS both a national level and in three targeted chapters (counties), namely; Sinoe, Grand Kru and River Gee. The project is funded by the Swedish Embassy in Liberia.

Overall Purpose of the Role

The delegate is expected to provide in-country technical support to the Liberian National Red Cross Society (LNRCS) in the field of: Organizational and Capacity Development primarily within the project components; branch/chapter development, volunteer management, protection, gender and inclusion and resource mobilization. However, the delegate may also need to support LNRCS in other related areas. The role of the delegate will be to support the LNRCS and its core staff to implement activities in an organizational sustainable manner aimed at strengthening the organizational capacity of the LNRCS and contribute to more resilient communities across Liberia. The delegate is hence not expected to implement activities him/herself, but to guide, coach and train LNRCS staff to ensure sustainability and ownership.

The delegate will support the LNRCS to access and use already existing tools and other resources within the Red Cross and Red Crescent Movement relevant for this particular project.

The delegate will support the LNRCS to ensure that activities carried out in targeted communities are of high quality, gender-, diversity- and conflict sensitive and use a participatory approach in line with the Red Cross and Red Crescent Community Engagement and Accountability approach.

The delegate is expected to;

  • Support LNRCS to strengthen its capacity to operate as a well-functioning humanitarian and development actor in Liberia
  • Support LNRCS in strengthening the capacity of three chapters and six branches to operate and meet the needs of the most vulnerable in communities
  • Support LNRCS in the continued revitalization of their volunteer network and their volunteer development
  • Support LNRCS to increase the representation of women in LNRCS governance at national, chapter and branch level
  • Support LNRCS to strengthen its capacity in the areas of protection, gender and inclusion (PGI) and community engagement and accountability (CEA)
  • Support LNRCS in strengthening their domestic resource mobilization activities
  • Support LNRCS in increasing their financial sustainability
  • Ensure that there is a link between SRC and other Red Cross and Red Crescent Movement resources within the technical areas
  • Work closely together with SRC program manager (also based in Liberia) to coordinate, manage, monitor and report on the project
  • Work together with SRC technical advisors in the project’s thematic areas
  • Identify and help solve critical challenges/issues faced in the project

Required Skills and Experience

Qualifications

  • Relevant academic background
  • At least 5 years relevant working experience in multinational environments supporting humanitarian or development programmes
  • Field experience from resource scarce settings, preferably from West Africa
  • Experience in supporting organizational and capacity development processes in complex organizations, including;

    • Experience in volunteer development and volunteer management systems
    • Experience in the field of branch/chapter development
    • Experience in the field of protection, gender and inclusion and/or community engagement and accountability
    • Experience of training and coaching staff and/or volunteers
  • Experience from working in contexts with moderate or high security risks, including relevant security training
  • Proficient knowledge of written and spoken English

Meriting Qualifications

  • Experience in the field of resource mobilization development
  • Experience in the field of financial sustainability
  • Experience from the Red Cross and Red Crescent Movement
  • Expertise within project cycle and financial management

Other Requirements

  • Medical clearance for the assignment is required. You will be asked to undergo a pre-employment medical examination before being contracted
  • Ability to travel in the field during periods is required for the position
