Design innovative organisational structures that align with EUROCONTROL’s goals, strategies and objectives; identify and leverage synergies, and recommend the (re)structuring of Directorates, Divisions, Units, teams or roles to meet business objectives while optimising efficiency and effectiveness. Review, develop and maintain the job architecture consistent with EUROCONTROL’s strategic objectives and organisational culture. Ensure the job architecture that is flexible, scalable and primed to adapt to future organisational changes. Support the change management process, ensuring clear and effective communication and managing expectations across all staff levels. Facilitate a smooth transition and maintenance of the job architecture. Present and recommend organisational design and job structuring proposals to senior management and key stakeholders. Collaborate closely with HR teams to integrate the job architecture into existing HR processes, including strategic workforce planning, talent acquisition, performance management and talent development. Organise and facilitate training sessions and workshops to explain the purpose, benefits, and practical details of job architecture to managers and further develop capability among Talent Acquisition Specialists towards organisational design. Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

University degree of of 4 years (e.g. Master’s degree) in a relevant field such as Organisational Design, Human Resources, Business Administration, Organisational Psychology, etc. Certifications in Organisational Design or Development from a recognised professional body (such as SHRM, HRCI) would be an asset. Minimum 5 years’ relevant professional experience to perform the advertised responsibilities. Experience in assessing, designing and implementing organisational structures and job architectures in medium to large organisations. Experience with job design and job classification. Experience in strategic workforce planning, understanding the alignment of job architecture with long-term workforce needs. Understanding of HR processes such as talent acquisition, performance management, talent development. Project Management experience including stakeholder engagement at all levels and familiarity with project management tools. The following would constitute an advantage: Experience in managing organisational design projects in the public sector, understanding of its regulatory environment. Proficiency in data analytics tools to make informed organisational design decisions. Experience or ability to develop and deliver trainings related to organisational structures and job architecture. Experience in the aviation sector with an understanding of its challenges and dynamics. Understanding of change management principles and methodologies. Communication: You adapt your communication to different situations and audiences. Influencing: You know how to sell the benefits of ideas. Analytical thinking: You apply a methodical approach to complex information. Problem-solving: You know how to solve complex problems and provide effective solutions. Organisational awareness: You are aware of the instruments driving the Agency’s objectives. Ability to work in a multinational and multicultural environment. Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach. The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 (oral/written). The selected candidate will be required to become at least a basic user of Frech at level A1 by the end of the probation period. French language skills would be an asset.

The selected candidate will be offered a contract of 3 Year(s) and it may be renewed up to a maximum of 9 years or converted into an undetermined contract pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months. The successful candidate shall be engaged in principle at the basic grade of the advertised grades. Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
