Overview of position:

  • Our client was established in1997, by the General Assembly & as per the UN policy on mine action & effective coordination (A / 53 / 496, 1998) & is the established coordinator of mine action within the UN system. Our client supports the UN's vision of "a world free of the threat of landmines & unexploded ordnance, where individuals & communities live in a safe environment conducive to development & where mine survivors are fully integrated into their societies."
  • The Iraq program was formally established in June 2015, at the request of the UN Under Secretary General for Peacekeeping Operations (DPKO) & the Special Representative of the Secretary General for Iraq, to lead the UN efforts to mitigate explosive threats in the country, as well as to support the enhancement of national & regional mine action capacities. our client is supporting multiple layers of operations under their Iraq strategic plan which focuses on three main components: a). Explosive hazard management. b). Technical support. 3. Risk education.
  • The post of Operations / Quality Assurance Officer will support the delivery of the overall objectives of our clients explosive hazard management component.

Role objectives:
Under the supervision of the Senior Operations / Quality Assurance Officer, the Operations / Quality Assurance Officer will be specifically responsible for the following duties & responsibilities:

  • Support the Senior Operations Officer in the implementation of national Quality Assurance (QA) / Quality Control (QC) management system & assist in ensuring that the system is being applied in a fair & equal manner ensuring that mine action organizations’ Standard Operating Procedures (SOP) are in compliance with the International Mine Action Standards (IMAS), are conducting safe & effective mine action operations.
  • Ensure close & effective interaction & coordination of EOD / IEDD clearance operations & RE.
  • Act as the contract & grant governance focal point for EHM, organize regular coordination meetings with internal & external stakeholders relating to compliance issues centred around Quality Management (QM).
  • oordination of weekly & daily operations & QA activities & weekly plans.
  • Supports EHM Senior Operations Manager by compiling daily & weekly updates on operational EHM & Explosive Ordnance Risk Education (EORE) activity, highlighting successes, challenges & potential risks to project delivery.
  • Supports EHM Senior Operations Manager by maintaining risk management registers for contract & grant activities in support of QM & broader project delivery.
  • Acts as leave cover for Senior Operations / Quality Assurance Officer where required.
  • Plans, prepares plans & briefings for upcoming deployments, including reconnaissance ahead of deployments.
  • Conducts additional external QA visits / handovers / site visits / investigations & / or assessments.
  • Supports new EHM personnel, plans & delivers mentoring for national operations & support staff members of the Operations / QA / EHM team.
  • Provide guidance, planning & support on any specific corrective actions to be taken by demining organizations, following an inspection, which finds a critical non conformity.
  • Ensure proper maintaining of all QM related documentation.
  • Any other task as identified by the EHM Senior Operations Manager & / or Senior Operations / Quality Assurance Officer.

Expected output:

  • Supports EHM Senior Operations Manager to lead weekly & daily operational & QM activities.
  • Produce standard & adhoc operational, action plans, briefings & reports as required.
  • Produce QM plans & reports as required.
  • Produce & develop input to standard operating procedures / standard working practices.

Project reporting:

  • The incumbent works under the supervision of the Senior Operations / Quality Assurance Officer & will be required to:
  • Monitor daily reports received from the organizations operating in Iraq, provide feedback & comments to the Senior Operations Manager as needed / requested.
  • Monitor & analyse QA / QC documentation on a weekly & monthly basis to ensure that mine action partners’ Quality Management System (QMS) information are in compliance with their contractual obligations.
  • Ensure the timely & qualitative capture of mine action organisations’ QMS activity & ensure dissemination of such data to the mine action stakeholders conducting operations.

Key competencies:

  • High School Diploma, or military / police college or junior command & staff course combined with relevant experience, IMAS EOD level 3 from an internationally recognised training establishment is required, IEDD qualification from an internationally recognised training establishment is desirable.
  • At least 5 years’ experience in operations management, technical advisory or capacity building (military or humanitarian mine action), including 2 years in IED threat environment.
  • At least 1 years’ experience in the management of Explosive Ordnance Risk Education (EORE) activities.
  • Proven experience in managing or supporting QM in mine action (including QA & QC).
  • Proven experience in operational planning within the context of humanitarian mine action activities.
  • Professional knowledge of humanitarian mine action activities & explosives ordnance equipment.
  • Familiarity with EOD / IEDD & conventional demining clearance operations & related practices.
  • Manage, advise & mentor national operations / QA & support personnel, including input to performance evaluations.
  • Knowledge of the International Mine Action Standards (IMAS).
  • Computer literacy, in particular experience of using MS Office.
  • Knowledge of the UN system & procedures is an asset.
  • Experience working with our client in other operational environments is preferred.
  • Middle East experience is essential.
  • Experience in working in retaken areas in Iraq is desirable.
  • Fluency in English is essential.
  • Strong interpersonal skills, ability to establish, maintain effective partnerships & working relations with people in a multicultural, multiethnic environment with sensitivity & respect for diversity.
