Country context

The Maldives is an island nation comprised of many islands and atolls dispersed in the Indian ocean. It is made up of 1,190 small coral islands of which 190 are inhabited by a local population of 340,000 individuals. With more territorial sea than land, marine resources have played a vital role in shaping economic development, with nature-based tourism and fisheries as key drivers of economic growth.

Maldives has a World Bank portfolio of 11 International Development Association (IDA) supported projects with a total net commitment of US$196.8 million. The projects are focused on renewable energy, urban development, fisheries, solid waste management, public financial management, and improving employment with a special focus on tourism and IT sectors, .The Government also is benefiting from a fiscal sustainability and budget credibility development policy financing operation, that supports to improve the policy framework to enhance sustainability of public finances and strengthen the policy framework to increase credibility of budget.

The World Bank has been assisting Maldives in developing and delivering appropriate solutions to the country. Currently, our operation in Maldives includes support to the reform and development agenda of the country on urban and transport infrastructure, rural development and community livelihoods, human development, climate change and disaster risk management and finance and private sector.

As part of the South Asia Region (SAR), the Maldives, Nepal and Sri Lanka Country Management Unit (SACSN CMU) is responsible for the World Bank's programs in Maldives, Nepal and Sri Lanka. The CMU is led by the Country Director based in Kathmandu, Nepal, supported by the Operations Manager (OM) in Kathmandu. The Country Manager (CM) based in Colombo, Sri Lanka, oversees daily management of the programs in Maldives and Sri Lanka, while the Senior Country Officer in Washington DC supports the three countries from the World Bank headquarters. The Maldives Country Office comprises a Country Economist/Resident Coordinator and an Operations Officer, assisted by the Extended Term Temporary. 

The CD leads the SACSN Department Management Team (DMT) that includes the CMU managers/staff as well as the Program Leaders/Practice Leaders (PLs) who are specialized in various sectors or thematic areas and represents and liaise with their respective Practice Groups (PGs).

The CMU is seeking qualified candidates for the Operations Officer’s position for its Country Office in Male’. A successful candidate will report to the Country Manager and on a daily basis to the Country-based Economist/Resident Coordinator and support country operations across the spectrum of activities supported by the World Bank in Maldives.

Job duties & responsibilities:

• Together with the Country Economist/Resident Coordinator, serve as a liaison, coordination and integration point for the Maldives country team. 
• Support the Country Economist/Resident Coordinator in managing the day-to-day aspects of the Maldives office, including security issues to keep missions safe when in country.
• Under the overall guidance of the Country Director and in daily liaison with the Country Manager, analyze and monitor the work program delivery, portfolio and operational performance in collaboration with the PLs and the SACSN Operations team led by OM
• Participate in quality assurance including through reviewing operational documents such as mission documents and project packages
• Participate as a key team member and work closely with the Ministry of Finance counterparts in organizing annual portfolio reviews. 
• Participate in project teams to ensure comprehensive understanding of the operations, to be able to assist teams in solving problems in real time develop operational designs and mechanisms including social risk
• Participate as a key team member in strategic product’s activities (e.g., Systematic Country Diagnostics, Country Partnership Framework, etc.)
• Prepare for management visits to the Maldives and liaise with the government; including briefing materials, meetings, internal travel and arrange logistics as appropriate
• Serve as the face of the Bank and first point of contact for country issues raised by government and other stakeholders. Ensure that the Bank keeps viable relationships with the Government, development partners, NGOs, private sector
• Ensure that the WB Website always remains updated; captures important WB documents and disseminates in local languages as agreed with CM, OM and EXC
• Monitor and analyze the political, social and economic developments in the country always; and share with CMU
• Works independently under the general direction of the CD and CM, while working closely with Country Economist/Resident Coordinator and seeking guidance on complex issues from lead specialists; guides and mentors the ETT in the office to ensure quality and timely delivery of TORs.
• Contribute as required to CMU-wide corporate duties and other tasks as required.

PLEASE NOTE THAT THIS IS A COUNTRY OFFICE POSITION IN MALDIVES SUBJECT TO LOCAL RECRUITMENT UNDER THE MALE, MALDIVES COMPENSATION PLAN. IF A STAFF MEMBER HOLDING AN HQ/INTERNATIONAL POSITION IS SELECTED INTO THIS POSITION, THEN THE STAFF MEMBER WOULD CONVERT TO A LOCAL APPOINTMENT (I.E., A LOCAL SALARY AND NO EXPATRIATE BENEFITS).

Selection Criteria

• Masters in a relevant field (Economics, Business Studies, Political Science, Finance, International Relations, Public Relations, Communication or similar filed relevant to the Bank's mission.)
• Minimum of 5 years of relevant experience with the World Bank or comparable institution. Thorough knowledge of Bank operational policies and business practices.
• Proven ability to work independently with little daily guidance.
• Outstanding inter-personal skills with proven ability to work cooperatively with a multi-disciplinary country team, other groups throughout the Bank, and development partners.
• Demonstrated initiative, leadership skills and drive for results, including ability to undertake diverse tasks within a rapidly changing and demanding environment on short deadlines.
• Strong problem-solving skills and solutions-oriented attitude.
• Political sensitivity and mature judgment; and ability to focus on big the picture, while not losing sight of details.
• Highly developed spoken and written communications skills; including the ability to draft concise briefs and reports and correspondence.
• Language proficiency in English (speak, read and write) is essential.
