BACKGROUND:

Humanity & Inclusion's Operations Department (OD) includes 5 geographic departments, 4 technical departments, an Emergency Department, an Atlas Logistics Department and an Impact, Information & Innovation Department (3I).

The Brussels-based Operational Division, currently oversees the projects of the following programs: a program that is regionalized to include Colombia, Cuba, Bolivia, Peru, but also Haiti, China, the Philippines, Indonesia, the Democratic Republic of Congo, Mozambique and Rwanda. In each of these countries, it deploys the Humanity and Inclusion mandate in collaboration with the other operational, technical and support departments, and more specifically the following themes: inclusive governance, livelihood, mental health, DRR.

At the Belgian operational headquarters, the management is composed of the geographical director, an assistant and 4 operations officers.

The Brussels Division is recruiting an Operations Officer in charge of monitoring the Division's projects for 12 months.

OBJECTIVES OF THE POSITION :

Under the supervision of the Geographic Director, your responsibilities are as follows:

Control Tower: Monitoring the implementation of HI's strategy in its programs:

· You provide support to the Geographic Director for control and reporting

· You ensure monitoring by completing the Management dashboards

· You alert the Geographic Director or any other relevant department if a problem is identified, and you give your recommendations for resolving it.

· You ensure that the project quality control mechanism is in place and functioning: by conducting quality control audits on the project cycle or otherwise, and by following up on the evaluations and the resulting recommendations.

· You may have to take charge of certain subjects at the request of the Geographic Director, on delegation.

You support the programs in the implementation of projects and in the resolution of problems.

· You ensure regular communication with operations coordinators or country managers in the field.

· Following a specific or emergency situation, you facilitate problem resolution: by providing direct support or identifying a resource.

· You contribute to the elaboration of the operational strategy at the head office level: you follow the deadlines and ensure a retro planning with the associated operational documents, and you give feedback on the strategic vision of the program.

· You will be responsible for briefings and debriefings of the program's key personnel.

· You facilitate communication between the teams of the geographical management and other departments.

You contribute to the skills development of the programs

· On project cycle management and MEAL, in conjunction with Directorate 3I

o You identify and prioritize training needs

o You contribute to training in project management and evaluation and monitoring of institutional policy.

o You can be identified as a "mentor" for a field employee.

o You contribute to the sharing of experiences

· On donor rules - in conjunction with the Department of Institutional Financing

· On the emergency response aspects, in conjunction with the Emergency Department

· You participate in the improvement of practices and tools

· You can be a focal point for a transversal approach

REQUIRED PROFILE :

· You have at least 2 years of experience as a senior project manager or coordinator in the field of development or possibly emergency.

· You have a good knowledge of the main issues related to disability issues in development contexts.

· You know the major funders

· You have an excellent command of the English and French languages both spoken and written, Portuguese is a plus.

· You have very good coordination, adaptation and reactivity skills.

CONDITIONS OF THE POSITION:

· Belgian fixed-term contract based in Brussels, to be filled from 1 March 2020 for a period of 12 months.
