Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. We work alongside people with disabilities and vulnerable people to help meet their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights.

Since the organisation was first founded in 1982, we have set up development programmes in more than 60 countries and responded to many emergencies. Today we have a budget of around 150 million euros, with 3500 employees worldwide.

JOB CONTEXT: HI has been operating in South Sudan since 2006, implementing emergency and development actions aimed at improving protection, quality of life, and the promotion of rights of vulnerable individuals, including people with disabilities. HI’s current operations are centred in POCs (protection of civilian sites) and IDP camps in Juba and greater Equatoria states: Yei, Torit and Yambio in greater Central Equatoria state, greater Eastern Equatoria and greater Western Equatoria respectively, with the Country Office based in Juba city. During 2021, HI is planning to establish a base in the greater Unity, which remains among the most conflict and disability affected states of the country. The operational context in South Sudan today is considered largely humanitarian/emergency while phasing in resilience programming. The ongoing peace initiatives if they succeed might result in huge population movements of returnees (both IDPs and refugees) across the country.**

HI’s present interventions address both emergency and resilience needs HI current programs are funded by FCDO, MOFA Luxembourg and CDCS. As part of its 2021-2023 strategy, HI South Sudan is prepositioning to deepen programming in Protection, to expand program interventions in Health (MHPSS) and rehabilitation as well as inclusion in humanitarian action and to start strengthening its inclusive livelihood interventions. HI works in close collaboration with the South Sudan Humanitarian Clusters (Health, Protection, Food Security &Livelihoods and Education), UN agencies and Government departments (Health, Agriculture, Education, Gender and Youth, and Relief & Rehabilitation Commission). HI is also an active member of the South Sudan NGO Forum, which brings together 120 international and 240 national NGOs employing about 22,500 national and 1850 international staff[1]

HI South Sudan is looking for an operations manager for 12 months.

YOUR MISSION:

Under the responsibility of the Country Director, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Your main responsibilities are:

Management

1.1: Be the manager (direct report) of the 5 to 7 Project Managers’ (PM) team

· Foster a team spirit and team functioning guaranteeing synergies and exchange of good practices between the Project managers and with head office colleagues.

· Size and plan human resources needs of the projects in the Programme.

· Recruit and contribute to the professional development, autonomy and well-being at work of the PM

· Contribute to the professional development and autonomy of PMs set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of PM, evaluate individual performance, contribute to capacity building & career evolution.

· Acknowledge individual and collective efforts and performance.

· Embody and transmit HI values, ensure compliance with code of conduct and institutional policies, ensure the expected mind set and individual and collective behaviours, and disciplinary measures when necessary.

· Animate the daily working interactions between PMs and support teams (technical and shared services, functional link), in order to facilitate project implementation in the country; conduct regular project reviews with PMs, the MEAL unit and support services.

· Participate to the Programme Steering Committee conducted by the Program Director.

1.2: Steer organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.**

Responsibility 2: Contribution to the Programme’s Operational strategy and HI frameworks & regulations

2.1: Contribute to the development of the Programme’s Operational Strategy, and its implementation and annual monitoring

2.2 : Implement the project part of the Programme’s Operational Strategy:

· Size and plan necessary resources, recruit the project, develop and monitor their competence development plan, in link with the corresponding professional channels and with the Human Resources manager.

· Develop regular contacts with current and potential donors at field level and liaise with the Program Director to check coherence with overall Programming and fundraising strategy.

· Within the operational framework defined in the StratOp, identify and transform funding opportunities in the country of assignment, conduct the design and writing of new projects and contribute to the design, writing and fundraising of major multi-country projects (under the responsibility of the TUM).

· In link with the HQ Technical Referents, identify and develop local partnerships and/or consortia with NGOs, institutions, companies, on technical priorities or important topics in the country.

2.3: Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards. **

2.4: Ensure sound management and monitoring of projects under his/her responsibility:

· Ensure that HI technical quality standards are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations and donor audits.

· Ensure compliance with project donors’ rules and regulations, including visibility.

· Deploy all adequate tools that will allow financial control and project monitoring, compliance with HI policies and frameworks, and the respect of contractual obligations towards donors

· Facilitate internal audits and ensure the implementation of their recommendations on his/her responsibility area.

2.5: With both operational opportunities and risks in mind, contribute to the monitoring and analysis made by the Program Director, and propose mitigation measures when relevant

Responsibility 3: Influence

3.1: Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) on his/her responsibilities area

· Can represent HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies; and international organizations and coordination mechanisms & system.

· Take on the messages of HI global advocacy to all relevant external parties.

· Develop local partnerships, in link with the Program Director.

YOUR PROFILE:

  • With generalist background, you have minimum 4 years working in emergency humanitarian programs, and 2 years working in a senior coordination role within an INGO
  • You have proven management skills, & strong communication skills
  • You have strong experience in leading on grants management responsibilities
  • English mandatory (oral and written)

CHARACTERISTICS OF THE POSITION:

South Sudan environment is characterized by:

(1) A capital, Juba, with major presence of INGOs and UN, basic but acceptable leaving conditions (generator, water tanks, basic roads...) and high cost level.

(2) Rural areas with very badly shaped roads, few infrastructure and NGO living in compounds. The different sites of intervention are accessible by plane through MAF and WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict.

(3) The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.

(4) A special system of R&R is in place with time for rest out of the country every 8 weeks around.

CONDITIONS:

· Salary from 2750 € gross/month upon experience ; Perdiem : 593.50 € net/month - paid in the field ; Hardship : 500 € net/month paid with your salary

· Paid leaves : 25 days per year; R&R : Level 3: 5 days every 8 weeks

· Unaccompanied position ; Payment for travel costs (air ticket & visa) and transport of your personal effects: a child allowance of 100€ per month, per child (from the second child) paid in the field
