Project Summary:

The purpose of Afghanistan Monitoring, Evaluation, and Learning Activity (AMELA) is to provide monitoring, evaluation, and learning support services/assistance to strengthen the implementation of USAID development programs in Afghanistan, and to build the technical M&E knowledge and skills of USAID/Afghanistan Mission staff and stakeholders. The services provided under AMELA will contribute to supporting USAID/Afghanistan as an effective development organization with strong learning and adaptive management processes.

Position Summary:

The Operations Director is responsible for effective planning and management of all operational, administrative, and logistical functions of the AMELA project. This position will report directly to the Deputy Chief of Party (DCOP) and work with other staff to contribute to the success of the project and to ensure operations, procurement, compliance, and management of the project. This is a Full Time position based in Kabul, Afghanistan.

Responsibilities:

  • In collaboration with the DCOP, monitor commercial vendor agreements
  • Develop, oversee, and provide ongoing training and mentoring on procurement regulations and processes
  • Oversee preparation of procurement documents per MSI and USG policies and regulations ensuring compliance and transparency
  • Develop and maintain various project management trackers and systems for travel, security requests, procurement, vehicle maintenance, fuel purchase logs, etc.
  • Advise staff on general office operations, policies and procedures, including close coordination with security operations
  • Oversee and maintain AMELA's inventory records for accuracy
  • Ensure all back-up information and documents of record are filed properly on Egnyte
  • Oversee and ensure that assets check-in and check-out to Expats and CCNs are filed properly
  • Coordinate with finance department monthly to reconcile inventory records
  • Oversee and maintain proper vehicle registrations
  • Manage travel logistics related to field visits for expatriate and CCN
  • Manage travel and security and arrangement of transportation
  • Tracks and logs all moves
  • Work closely with the project security provider as well as the compound security services to make sure protocols are followed and staff are properly trained on security measures
  • Oversee the delivery of essential services related to the office and residential quarters for expatriate staff
  • Direct tasks related to obtaining Ministry of Foreign Affairs (MOFA) application numbers, visas, work permits for all expatriate staff
  • Ensure compliance with all Ministry offices for related needs
  • Other duties as assigned by DCOP and/or Chief Of Party (COP)

Qualifications:

  • Bachelor's degree in a relevant field required; Master's degree preferred
  • A minimum ten years of relevant experience (USAID project management, procurement, contracts, logistics, and operations)
  • Understanding and proficiency in project management systems and procedures
  • Proficiency in USAID regulations, FAR, and ADS and procurement procedures and contract compliance
  • Intermediate level proficiency in MS Excel and other MS Office Suite programs
  • Demonstrated ability to propose possible resolutions to complex technical, managerial, or operational problems
  • Demonstrated proactivity, attention to detail, working within deadlines, and ability to manage multiple priorities in a fast-paced environment
  • Demonstrated leadership, management, organizational, and decision-making skills
  • Ability to work both independently and as part of a team
  • Strong interpersonal skills and client service provision
  • Strong written and verbal communication skills in English and local language required
