Operations Associate or Senior Analyst

We are seeking a highly motivated individual, with a passion for developing and leading change and with proven communication, leadership, research, and analytical credentials, to fill the position of Operation Associate or Sr. Analyst in the Country Office in The Bahamas (CBH). The selected candidate will work directly with CBH’s operational team under the supervision of the Chief of Operations.

The Inter-American Development Bank (IDB) is the premier multilateral development institution within Latin America and the Caribbean region. At the IDB, the region is divided into four country departments responsible for the promotion and development of the country’s strategies, the programming of operations, and the management of resources and of their respective portfolio of operations. The Caribbean Country Department (CCB) has a regional office based in Jamaica, country offices located in Barbados, Guyana, Suriname, The Bahamas, and Trinidad and Tobago, as well as an office located at the Headquarters of the IDB Group in Washington DC.

CCB is responsible for the promotion and development of IDB Group country strategies and programming in the region and strives to improve lives in the Caribbean by creating vibrant and sustainable economies where people are safe, productive, and happy.

The team:


CBH aims to improve the execution capabilities of our clients in The Bahamas to successfully implement projects addressing the country’s challenges and ultimately improving lives. CBH (1) supports the development, processing, negotiation, and administration of projects and programs; (2) leads and maintains the relations with the Government of The Bahamas and civil society members; (3) supports the routine implementation of operations; and (4) monitors project-related procurement activities within the country.

What you’ll do:


You will focus on project execution and monitoring, portfolio management, innovation and process improvement, and operational efficiency and analytics.

Project Execution and Monitoring

Provide technical support on project execution and on the application of Bank operational policies and processes throughout the project execution, including operating manuals updates. Help clients understand the relationship between projects across Bank sectors. Participate in the preparation of input for project supervision plans, monitoring and results reports, and recommendations. Identifies plan deviations and proposes corrective actions. Participate in preparation of input for the Donors Execution Report by supporting the gathering of information related to technical cooperation’s financed with special funds from donor countries. Review documents related to the procurement of products and services to ensure compliance with procurement standards and draft communication for implementing agencies accordingly. Assist in institutional capacity assessments (PACI) and risk analysis, preparation of project budgets, results frameworks, and fiduciary plans for execution. Support the fiduciary activities of the projects, review of the disbursement’s requests and supportive documentation and procurement processes of level I.

Portfolio Management

Support the Chief of Operations in portfolio management and programming work, through the analysis and evaluation of portfolio data. Support in the monitoring efforts to standardize the implementation of portfolio management, risk management, and other operational guidelines. Be knowledgeable about institutional policies and guidelines, and coach support teams in operational requirements. Provide detailed portfolio analysis and trends for the Country Portfolio Review and contribute to the preparation of related reports. Provide portfolio operational data to be used in briefings, talking points, presentations, client meetings, and other materials for internal and external dissemination related to the CBH Operations.

Operational Efficiency and Analytics

Support efforts to increase operational efficiency through innovation, process improvement, and the use of analytics to be used in the decision-making process. Support in the establishment of streamlined quality control processes to ensure accuracy, completeness, and consistency of data in operational systems. Support in the analysis of the annual operating plans, procurement plans, semi-annual progress reports, disbursement projections, and related project documentation to support and monitor project execution, including contract management benefiting Project Executing Units. Project Monitoring Report data to provide preliminary trends of issues impacting portfolio execution. Conducts simulations and does recommendations to improve the health of the portfolio. Coordinate requests and monitors the execution of the transactional budget for eligible projects. Contribute to the preparation of the Annual Country Programming Document (CPD)

What you’ll need:


Citizenship: You are either a citizen of The Bahamas or a citizen of one of our 48-member countries with residency or a legal permit to work in The Bahamas.

Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

Education: Master’s degree for Associate level and Bachelor’s Degree for Senior Analyst level or equivalent in Finance, Economics, Business Administration, or a related field. Certification in Project Management or Agile Methodology. Familiarity with IDB operations and activities in The Bahamas would be an asset.

Experience: At least 5 years of relevant experience in fields related to project or portfolio management, process improvement, administration of projects financed by multilateral development institutions or other external donors, and operations analytics. Knowledge of national procurement policies, norms, or practices and experience in writing reports is a plus.

Excellent verbal and written communication skills, creative, driven, good at relationship building, and strong problem-solving skills. Further, you must be a phenomenal teammate and a high-energy professional with digital competence. You should also have an agile approach with an interest in using real-time, iterative approaches to meet client needs, all with the aim of promoting innovative solutions to corporate and regional development challenges.

Languages: Full command of written and oral communication skills in English, knowledge of a second Bank language (Spanish, French, or Portuguese) is also advantageous. Language skills will be tested.
