All selected candidates will, therefore, undergo rigorous reference and background checks.   Office/Unit/Project Description  The Bureau for Policy and Programme Support (BPPS) is responsible for developing all relevant policy and guidance to deliver UNDP’s Strategic Plan.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.  BPPS works closely with UNDP’s Crisis Response Unit (CRU) to uphold emergency and crisis response.  BPPS ensures that issues of risk are fully integrated into UNDP’s development programs. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its program support efforts.

The UNDP Global Centre for Technology, Innovation and Sustainable Development (the ‘UNDP Global Centre’, GC-TISD) aims to identify, co-create, and share innovative and technological solutions for sustainable development. The UNDP Global Centre is a joint initiative of the Singapore Government and UNDP, currently being led by a small team that is focused on programme and partnership development – both with the public and private sector in Singapore and international partners. The Singapore Government partners are the Ministry of Foreign Affairs, the Ministry of Sustainability and the Environment, the Public Service Division, the Ministry of Communications and Information, the Infocomm Media Development Authority, the Monetary Authority of Singapore, and the National Research Foundation. The UNDP Global Centre was established in 2018, and is currently at the outset of its next iteration – running from 2022 and 2025. The Centre leverages Singapore’s deep expertise, solutions, knowledge, and ecosystem of Government and private sector partners in the thematic areas noted above.  More specifically, the Global center connects policymakers, practitioners, think tanks, business, and other relevant stakeholders to each other from across the globe for learning and sharing of best practices on the themes of technology, innovation, and partnerships for sustainable development. Duties and Responsibilities   In order to provide effective operational support to the GC-TISD, the project requires services of an Operations Analyst, who will work closely with the operations teams in BPPS New York, as well as Malaysia Country Office and other country ofices as  needed.

  Under the guidance and direct supervision of the GC-TISD Director, the operations analyst will provide operations, administrative and finance support role to Centre’s team.

Strategic Directions of Operations:

Ensure full compliance of operations in GC-TISD with UN/UNDP rules, regulations and policies, implement corporate operational strategies, establish management targets, monitor performance; Establish collaborative arrangements with internal and external partners, effective operational partnership arrangements to support resource mobilization and management; Maintain business processes and SOPs for all key operational areas; Support design and formulation of projects, management arrangements and budgets; Ensure compliance of arrangements for project approval, implementation, general operations, and closure in line with UNDP policies and regulations; Identify and escalate project related issues, proposing and contributing to the development of solutions and business improvement and business processes mapping.

Financial Implementation and Oversight of Programme Resources

Analyze financial data related to projects with a view to ensuring financial integrity and sustainability; Manage business process and accounting for contributions, ensure donor agreements are promptly submitted to GSSC, contribution income is applied on a timely basis; Monitor resource management and utilization within the given budget and guidelines; Prepare budget revisions, following up on Authorized Spending Limits (ASL) and cash-based allocations, monitor budgets vs. expenditures; Track, monitor and report on the use of project resources by maintaining an internal expenditures control system and ensuring availability of funds for expenditure requirements; Prepare Financial Authorizations as needed; responsible for budget and travel certification; Review financial transactions in UNDP web-based systems (e.g. Quantum) for accuracy of computation and completeness of supporting documentation and compliance with financial rules and regulations for certification/ approval; Review, verify and reconcile financial data and reports to ensure accuracy and conformity with UNDP financial and administrative rules and regulations; Track the milestone of donor contributions and ensure that requests for tranches are promptly made to donor; Ensure there is no donor deficits in projects and take corrective action immediately; Maintain good and organized document management system necessary for audit purposes.

 Provision of effective and efficient operational, procurement and administrative support services

Maintain hard and an electronic copy filing system, ensure safekeeping of confidential materials. Assist the team in the preparation and organization of conferences, seminars, annual retreats, and any other programme related events. Support procurement of goods/services by advising the teams on the correct procurement modality to use following procurement guideline; Coordinate with BPPS HQ for necessary approvals of procurement actions and facilitates the process so the procurement is undertaken in a timely manner; Prepare draft (standard) contractual documents for the procurement of good/services, all in accordance with established procedures Perform buyer role, create POs (Purchase Orders) and reconcile settlements to be paid by Finance Unit.

First entry point for interpretation of all operational matters and sharing with other staff in the assigned portfolio. Knowledge building and sharing with regards to management and operations. Draw together synthesis reports of lessons learnt and best practice

Institutional Arrangement

The Analyst will work under the direct supervision of the Director, Singapore Centre on Technology, Innovation and Sustainable Development and working in close collaboration with Global Policy Network (GPN) Operations team.
