Project Description

The purpose of the recently awarded USAID Sri Lanka & Maldives Ocean Plastic Reduction Program (Ocean Plastics Reduction) Activity is to minimize ocean plastics pollution in Sri Lanka and the Maldives by reducing reliance on plastic products while improving integrated solid waste management (SWM) practices. The project will provide programming to both Sri Lanka and the Maldives.

Position Description

RTI is seeking an Operations and HR Manager for the recently awarded USAID Sri Lanka & Maldives Ocean Plastics Reduction Activity. The Operations and HR Manager will be responsible for overseeing the operations, administration, logistics, and human resources aspects of the program.

This position will be based in Colombo, Sri Lanka, and report to the Operations and Finance Director.

Responsibilities include, but are not limited to:

Operations Management

  • Manages day-to-day operations of both the Sri Lanka and Maldives offices.
  • Supports the Operations and Finance Director to ensure the Activity remains in compliance with RTI and USAID rules and regulations related to project operations and implementation.
  • Works closely with the Operations and Finance Director to support project operational needs in Sri Lanka and the Maldives.

    Human Resources Management

    • Provide HR operations support to the project including compensation and benefits management, HR information management, performance management, conflict resolution, HR communications, regulatory filings, and personnel file compliance.
    • Organize and manage recruitment processes for full-time and STTA positions including finalizing job descriptions, advertising vacancies, screening candidates, scheduling and participating in interview panels, and processing documentation for offers and deployment.
    • Review, disseminate, ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, USAID rules and regulations, RTI policies, values, ethics, procedures and strategies.
    • Ensure the effective onboarding of newly hired staff and facilitate ongoing training as appropriate.
    • Advise project leadership and staff on effective talent management practices, including RTI’s Dynamic Development program.

      Procurement

      • In collaboration with the Finance and Operations Director, implements procurement processes in a timely and compliant manner and recommends process improvements to the Finance and Administration Manager.
      • Maintain all procurement files and ensure a complete audit trail for all procurement documentation in accordance with USAID and RTI policies and best practices.
      • Establish and maintain inventory of project property, equipment, furniture, and supplies, including tagging property and managed equipment and entering required inventory in RTI’s Asset Management System (RAMS).
      • Provide periodic inventory audit in accordance with RTI policy to ensure safeguarding of assets.
      • Obtains from qualified sources, technical input on specifications, costs, and quality as needed in procurements process.

        Qualifications:

        • Bachelor's Degree and 8 years of experience, Master's degree and 6 years of experience, or equivalent combination of education and experience.
        • Working knowledge of and experience in local labor and employment laws and legal resources
        • Significant experience in office administration, logistics management, and event/meeting coordination.
        • Strong understanding of USAID rules and regulations for procurement is preferred.
