Country Context

The World Bank in Liberia provides a wide range of financial, knowledge and convening services to help address the countries’ complex development challenges.  The Bank’s portfolio in Liberia consists of 27 projects spanning across various sectors and with a total commitment of $1.27 billion in IDA resources and $242.7 million trust fund resources.

Organizationally, the Bank’s Liberia Country office is part of the Ghana Country Management Unit (CMU) which consists of Ghana, Liberia, and Sierra Leone.  The head of the CMU is the Country Director who is based in Accra, Ghana. The Liberia and Sierra Leone Country Offices are headed by Country Managers. The CMU also consists of the Operations Manager (collocated with the CD in Accra), Program Leaders, a Senior Operations Officer based in HQ, a Senior Operations Officer based in Accra, two Operations Officers based in Freetown and Monrovia, and Executive Assistants in each Country Office.

General Description

The World Bank Liberia Country Office is looking for a highly motivated, analytical, and strategic person to serve as an Operations Analyst (OA). The OA will work under the leadership and guidance of the Country Manager and in collaboration with the Operations Officer. The Operations Analyst will play a critical role in the management and oversight of the Bank’s portfolio at preparation, implementation, and evaluation stages.

Duties and Accountabilities

The Operations Analyst’s specific duties will include, but are not limited to the following:

* Portfolio management:

 * Monitor and analyze the portfolio (projects and Analytical Services and Advisory (ASA)), based on relevant metrics for reporting to management and to identify problems that need resolving

* Liaise on a regular basis with Bank task teams, relevant counterparts in Government implementing agencies, development partners, and beneficiaries to collect data and relevant information for portfolio monitoring, trouble shooting, and quality assurance purposes.

* Provide operational support to Task Teams, and relevant practices, in connection with the implementation of individual operations and the overall portfolio.

* Contribute to the development and implementation of corporate /Regional policies, strategies, and practices related to various operational and institutional matters (e.g.: results, risks management, quality assurance system, fiduciary policies/practices, harmonization and alignment).

* Support the Country manager, CMU management team and Operations Officer in Project Concept Note (PCN) Reviews, Trust Fund management, and review of Implementation Status and Results (ISR) reports for the CMU.

* Champion dissemination, adaptation and use of knowledge and best practices across the Country Team staff in Country Offices and visiting missions.

* Identify and address cross-cutting and country generic portfolio issues and support the Country Teams in the design, implementation and supervision arrangements for the existing portfolio and the pipeline.

* Assist the Country manager in the overall portfolio management of the country program, including preparation of annual work-program and budget, together with the Operations Officer in light of the Bank's role and responsibilities as outlined in the Country Partnership Framework (CPF).

* Support the organization of operations team meetings, reporting of proceedings, and monitoring of agreed action points

Country Office Management

The Operations Analyst in liaison with the Executive Assistant, plays a central role in overall Front Office tasks, especially regarding all aspects of day-to- day country office tasks.

Other Duties

Occasionally perform analytical tasks as may be requested by the Country Manager

Selection Criteria

* Master's degree with 2 years’ experience.

* For internal applicants: In-depth knowledge of policies, processes, and practices     related to the Bank's lending and non-lending product lines, portfolio management, monitoring and evaluation, as well as other relevant operational policies and processes

* A consistent record in timely delivery of outputs with high quality

* Outstanding planning and organizational skills and ability to handle multiple tasks     under tight deadlines; ability to adapt to shifting priorities and work pressure

* Proven strong analytical and problem-solving skills; ability to diagnose problems       and propose solutions

* Excellent client orientation

* Experience with strategy formulation, project management and/or monitoring &     evaluation Dedicated team player with proven ability to work collaboratively across offices in several countries

* Excellent communication skills in English, written and spoken (writing sample may be requested from the short-listed candidates).
