Operation Support and Logistics (OSL) Consultant
The consultant will act as technical reference to reinforce supply chain management systems and tools in WCOs. He/She will contribute to the design of workflows, SOPs and tools adapted to country needs and capacities, and will drive the development of supply chain management capacities in countries. This will involve country teams training and coaching through field visits for direct implementation and through remote management from the RO for country supply activities’ monitoring and for day-to-day support and guidance.
The incumbent will be also deployed to countries in case of emergency response surpassing the country’s capacities. He/She will act as first responder to strengthen the in-country supply chain management for timely and coordinated deliveries of essential medical supplies.
Output 1: Contribute to the development of standardized supply chain management workflows for WCOs.
Deliverable 1: Develop process/system for effective and standardized supply chain management at country level
Deliverable 2: Develop SOPs and adapted tools for end-to-end supply chain management at country level.
Output 2: Support WCOs to establish robust and standardized supply chain management systems.
Deliverable 1: Contribute to the development of training material related to supply chain management.
Deliverable 2: Strengthen capacities of the WCOs’ supply team members through training activities, field visit, and/or coaching
Output 3: Contribute to the development of a regional supply chain workforce.
Deliverable 1: Participate to the identification and establishment of a regional emergency logistics roster
Deliverable 2: Contribute to training activities.
Educational Qualifications:
Essential: First University Degree in logistics, supply chain management, business administration, public administration or engineering.
Desirable: Specialized training in logistics for emergency and/or humanitarian responses, security management, transport, distribution, WASH, cold chain or other field related to Health Logistics and construction.
Experience
Essential: At least five years' experience supporting diverse logistics and supply chain operations in outbreaks and/or humanitarian contexts in LMICs. International experience within UN system and/or NGOs.
Desirable: Capacity building and/or Team management
Skills/Knowledge:
Expert knowledge in one or several technical areas such as procurement, warehousing and stock control, goods distribution, transportation, IT/Telecom, WASH, cold chain/vaccination campaign, IDPs/Refugees camp set up, construction and rehabilitation, energy, fleet management.
Technical competencies:
- Capacity to identify priority activities and assignments and adjust priorities and conflicts as they arise.
- Excellent ability to multitask, explain technical issues and resolve problems in a proactive manner.
- Proven commitment to quality and good client orientation and ability to take part in training activities with tact and diplomacy.
- Ability to write/communicate in a clear and concise manner.
Languages and level required (Basic/Intermediate/Expert):
Essential: Expert knowledge of English.
Desirable: Arabic or French.
(EMRO-Cairo with potential deployment/mission to country offices.
