Positioning and reporting

Under the authority of the OIE Director General, the overall supervision of the OIE sub-Regional Representative for Southeast Asia and in collaboration with the Antimicrobial Resistance and Veterinary Products Department.

Job purpose

The One Health Coordinator will support the implementation of the OIE Strategies on Antimicrobial Resistance (AMR), Wildlife Health Framework and Rabies at sub-regional and national levels. He/She will form part of a continental and international network of OIE staff, working on this subject, with colleagues in regional and sub-regional Representations and the OIE Headquarters. He will also contribute to the overall implementation of the OIE mandate in relation to animal health, veterinary public health and welfare in Southeast Asia sub-region, in line with the 7th OIE Strategic Plan, with particular emphasis on promoting OIE One Heath programs among the ASEAN Economic Community (ASEAN) and OIE Member Countries.

Missions and activities

Support OIE Member Countries in the sub-region to implement the OIE Strategy on Antimicrobial Resistance and the Prudent Use of Antimicrobials and stewardship, Wildlife Health Framework and Rabies, in line with the mandate of the OIE and in the frame of the WHO-FAO-OIE Tripartite Agreement on One Health, and provide support through regional meetings, consultations and working session to:

  • (i) Support for and development and review of National AMR Action Plans, sub-regional and National Rabies control plans, and a sub-regional implementation of Wildlife Health Framework, integrating a One Health approach.
  • (ii) Regional Tripartite meetings;
  • (iii) Focal Point Seminar for Veterinary Products and promoting antimicrobial stewardship;
  • (iv) Scientific and other related meetings conducted at (sub) regional level addressing One Health, AMR, Rabies and Wildlife health.
  • (v) Direct support to Countries to improve capacity in data gathering and in filling out of questionnaires for the Global Database of antimicrobial agents intended for use in animals and other surveillance activities;
  • (vi) Contribute to strengthening M&E capability for reporting on AMR and other One Health initiatives;
  • (vii) Participation in other relevant events including those organised by the Fleming Fund at regional level.

In addition, the OIE Director General or the Sub-Regional Representative may, where necessary, assign to Technical Officer Antimicrobial Resistance any other duties within his area of competence. He will serve as a liaison person between the OIE Bangkok Office and other agencies working on the above topics in the sub-region.

Qualifications and Experience

Qualifications:

  • A degree in Veterinary Medicine or equivalent qualification (e.g. Microbiology, Animal Scientist, Food Scientist) in animal production and health sector and/or associated regulatory agencies for antimicrobial products relevant to the duties of this role;
  • At least 10 years of professional experience in an international development context demonstrated at regional and national level;
  • Experience of Antimicrobial Resistance, Rabies and One Health interventions in the South East Asia context;
  • An understanding of the social and political economy at regional and national under which sustainable One Health outcomes must be delivered;
  • Demonstrated experience of strategic planning, programme planning, capacity building, monitoring and evaluation and results reporting.

Requirements:

Technical skills:

  • Excellent spoken and written English including scientific report writing;
  • Analytical skills, statistical analysis and mapping / surveillance expertise;
  • Proficient in the use of Office (i.e. Word, Power Point, Excel).

Interpersonal skills:

  • Ability to work in multi-disciplinary partnerships (e.g. The Tripartite);
  • Good communication, facilitation and diplomacy capability;
  • Capacity to work in multidisciplinary teams within an international environment.

Working conditions

  • The post is a full-time position based in Bangkok, Thailand. This post requires flexibility to travel internationally on a regular basis, especially within Southeast Asia and long hours in a seated position at a computer.
  • Salary: 3500 to 4000 €/month (commensurate with profile and experience)
  • Duration: One (1) year (renewable)
