ACF Mandate

ACF’s mission is to save lives by eliminating hunger through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations of conflict, war, and natural disaster.

From crisis to sustainability, ACF tackles the underlying causes of malnutrition and its effects. By integrating ACF programs within local and national systems, ACF further ensures that short-term interventions become long-term solutions.

ACF in Myanmar

ACF started working in Myanmar in 1994 on the treatment and prevention of malnutrition. ACF is currently implementing and developing projects addressing malnutrition, mental health and care practices, Gender & Protection, food security and livelihoods, water sanitation and hygiene promotion, nutrition security, and disaster risk reduction.

Action Contre la Faim has been present for over a decade in Kayah State (which has been severely affected by longstanding conflicts between the Myanmar military and the ethnic armed organizations from the 1960s to 2010s).

Assignment Background

The MHCP capacity building expert will support the launch of the MHCP intervention of a project implemented in Kayah State where ACF will support a local partner, KMSS organization (Karuna Mission Social Solidarity), to implement a program aiming at promoting food and nutrition security among the vulnerable communities of Hpruso and Demoso townships through a holistic and multi-sectoral approach.

The assignment can be done remotely.

The activities planned under the MHCPGP component are:

  • Provision of psychoeducation and training on individual, adolescent, and family resilience and wellbeing.

  • Support for parents to promote effective parenting practices via mother leader groups and auxiliary midwives.

1. General objective:

The Consultant will provide technical assistance and practical support to the recruitment of the MHCPGP team. S/he would be responsible to prepare training materials and toolkits with standard operating protocols; cascade supervisory support and training to the level of non-specialist staff including volunteers; mentor the field team by structuring regular clinical supervision and on-the-job hand-holding support when possible; support the local partner team with designing monitoring tools; S/he will work closely under the guidance of the Head of Department and will have facilitation support from the Program Manager.

2. Assignment missions:

  1. To support the recruitment of MHCPGP field staff (1 ACF Head of Project and 2 KMSS Psychosocial Workers), in particular ensuring the quality of the technical aspects of HR documents (esp. job description, technical criteria of recruitment, action plan, etc.) and support the recruitment process and capacity building plan.

  2. For organizing, coordinating, and conducting specialized training for the MHCPGP team of ACF and KMSS on Mental Health, Care Practices, Gender and Protection within Kayah State.

  3. To develop the ToT training plan, organize, coordinate and facilitate the implementation of MHCPGP ToT training and the supervision for KMSS non-specialized staff and community leader.

  4. For building a capacity building/training plan and a technical supervisory system to guaranty the field team learning and development.

  5. Support contextual adaptation and development of standard training materials, toolkits, process guidelines, standard operating protocols, and IEC materials relevant to the program

3. Time frame

The overall assignment process is expected to take a maximum of two months including reporting.

The Consultant should be able to undertake some of the tasks concurrently to fit within the planned time frame, without compromising the quality expected.

The assignment is expected to commence on the 19th of April 2021, with the final report expected by the 25th of June 2021. Any changes shall be agreed upon between the consultant and the Deputy Country Director for Program and MHCPGP Head of Departement.

4. Deliverable

  • A training package and a comprehensive tool kit for the KMSS team to implement the MHCP activities appropriately all along with the project**

  • A capacity building plan and a supervisory plan**

  • Quantitative and qualitative monitoring reports with the design of performance indicators**

  • A project work plan**

  • A report with recommendations**

5. Management/Relation

The consultant will work closely with the Mental Health, Care Practices, Gender and Protection Head of Department, and Program Manager and will report directly to them.

Internal:

  • MHCPGP Head of Department

  • MHCPGP Program Manager

  • ACF’s MHCPGP Asia Regional Technical Advisor

External:

External coordination will mainly be with local partners in Kayah State, especially partners included in referral pathway mechanisms.

6. Qualifications of the Consultant

· Psychology Degree, Clinical experience, humanitarian program management experience, and capacity building skills

· Master Degree or Ph.D. in Clinical Psychology

· Significant clinical experience as a psychologist

· Experience in implementing community-based MHPSS humanitarian programs in emergency and early recovery settings

· Solid experience in training and clinical supervision of psychologists, psychosocial workers, lay counselors, community health workers, and volunteers

· Relevant experience in integrated Psychosocial and Nutrition programs and/or in early childhood development programs

· Proven knowledge in psychosocial causes and consequences of malnutrition and on mother and child care practices and IYCF

· Previous experience with ACF in capacity building role is preferred

· Fluency in English (written and oral expression) is mandatory

· Competent use of MS Office
