PENDING BUDGET APPROVAL   1. SUMMARY The Emerging Security Challenges Division (ESCD) provides a coordinated approach for NATO to the challenges of the 21st century. It serves as the NATO HQ’s focal point for cyber defence, countering hybrid threats, energy security, counter-terrorism, data science, innovation, and climate security. The Division also promotes cooperation on these challenges through a variety of programmes within NATO, with partner nations and with other International Organisations, as appropriate. The Climate and Energy Security Section deals with a wide range of issues related to the Alliance’s role in enhancing the energy security of the Alliance and addressing environmental/climate security issues. To this end, the section maintains close relations with Allies and relevant committees, as well as with other stakeholders, including other organisations and the academic expert community, e.g. think tanks and NGOs. In the Climate and Energy Security Section, the incumbent will contribute to policy development related to the Alliance’s work on climate change and its security impact. This will entail contributing to the implementation of NATO’s Climate Change and Security Action Plan by liaising with relevant stakeholders within and outside the Organization, and preparing of Committee meetings. Furthermore, the incumbent will liaise with NATO’s Climate Change Task Force and other coordinating bodies. S/he will contribute to major climate-related documents as well as provide input on environmental security. The incumbent will represent NATO at international events, as appropriate.   2. QUALIFICATIONS ESSENTIAL The incumbent must:

possess a university degree in political science, international relations or a related field with environmental policy, or related course work and academic credentials; have at least 6 years of relevant experience at the strategic level in diplomacy and/or military affairs; have a profound knowledge and understanding of current international developments and global security trends, notably climate security; have excellent analytical and drafting skills; have familiarity with various software packages, in particular the Microsoft Office suite (Word, Excel, Outlook, PowerPoint, and SharePoint) or similar; have relevant experience in one of the following areas: governmental administration, multilateral service ,university, think-tanks or non-governmental organisations, preferably with a specialisation in climate security issues; have the ability to work in a multi-national team and under time pressure. possess the following minimum levels in the official languages of NATO (English/French): V (“Advanced”) in one and I (“Beginner”) in the other; DESIRABLE The following would be an advantage: a graduate degree (Masters or Ph.D.) in a related filed; knowledge of the civil and military structure of the Alliance, particularly regarding the functioning of NATO HQ and the NATO Committee structure;   3. MAIN ACCOUNTABILITIES Policy Development S/he will contribute to policy development related to the climate change and security agenda. S/he will assist in the drafting of relevant documents for NATO Commitees and follow discussions in all appropriate committees to ensure coherence between climate security-related work strands. S/He will liaise closely with the scientific bodies both within and outside NATO, such as the Science and Technology Organisation or the United Nations Framework Convention on Climate Change. This could also include working alongside the relevant parts of the Innovation and Data Policy Sections and the Science for Peace and Security programme.   Expertise Development The incumbent will develop and maintain expertise in all matters relating to environmental/climate security. S/he will monitor and ensure collaboration with and provide updates to relevant NATO bodies on issues related to this dossier. S/he will keep abreast of on-going issues in relevant areas and maintain broad general knowledge of the Organization and its structure, remaining politically aware and familiar with current developments in the climate security domain. To this end, s/he will also liaise with the broader international expert community.   Stakeholder Management S/he will maintain a network of contacts within the Organisation, with national delegations, and with relevant external stakeholders including Centers of Excellence, in order to support the implementation of climate-related work strands. S/he will coordinate closely with colleagues to ensure that backup is provided for certain work strands and that all committee requirements are met. S/he will engage with relevant partner countries and International Organisations, with the aim of establishing NATO as a key forum for multilateral consultations on climate security.   Project Management S/he will provide support in organizing climate security-related events, such as workshops and seminars. Develop and implement climate security-related projects and monitor progress of programmes and projects in this regard. Analyse ongoing and completed projects and programmes, identifying innovations to improve working practices, procedures and performance.   Information Management Share knowledge on climate and energy security related issues through appropriate channels within the NATO Headquarters as well as with other stakeholders. The incumbent will also ensure cross-sectional and divisional collaboration and information sharing.   Knowledge Management S/he will share knowledge on environmental/climate security and related issues through appropriate channels within the NATO HQ as well as in collaboration with other stakeholders, including relevant Centers of Excellence.   Representation of the Organization Brief visiting groups and other public diplomacy audiences as required, and contribute to NATO representation by developing materials that convey NATO’s mandate and related activities in the field of climate and energy security. Represent the Alliance at workshops, conferences and seminars, as appropriate. Perform any other related duty as assigned.     4. INTERRELATIONSHIPS S/he reports to the Section Head, Climate and Energy Security Section and coordinates work closely with other colleagues in the team. S/he will also work in close coordination with other Sections within the Division, notably with the Science for Peace and Security team, and the Innovation Unit on cross-cutting issues as well as with other Divisions in the International Staff (IS), with the International Military Staff (IMS), NATO Military Authorities (NMA), and other stakeholders.   Direct reports: N/A Indirect reports: N/A   5.
