General Description of the Programme:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
GOAL’s largescale Food Security programme implemented since 2013 with represents the largest part of the GOAL Syria Programme and encompasses in-kind food kit, food voucher and MPCA distributions among vulnerable IDP and host community households. The programme also has a bakery component providing 50% inputs (flour and yeast) to 24 bakeries, to enable local communities to access bread, a staple food in Syria, at a reduced and stabilised price. GOAL’s Food Security programme is complemented by an ongoing micronutrient deficiency prevention project, which will see the distribution of LNS-MQ micronutrition supplements alongside regular food kits distribution in four camps in Northern Aleppo, commencing in August 2020. The objective is to reduce the risk of malnutrition and improve nutrition outcomes of young children aged 6-59 months and pregnant and lactating women living in highly vulnerable HHs within Idleb and North Aleppo. Specific nutrition activities to be delivered over the course of the grant period will include targeting approximately 20,000 caregivers of children U5 and women of childbearing age with M-IYCF messaging, and 9,600 caregivers of the children receiving Nutributter with Family MUAC, enabling these at-risk families to identify acute malnutrition within the household and self-refer to local treatment service
Job purpose:
The Nutrition Officer is responsible for the direct implementation of activities under GOAL’s nutrition activities in Northern Syria. The Nutrition Officer, together with the Nutrition Community Worker and other members of the Nutrition team, will provide technical support to beneficiaries to contribute to the reduction of malnutrition and the realisation of positive nutrition outcomes for the projects. The Nutrition Officer will also be responsible for ensuring nutrition service mapping in GOAL and its partners area of operation is updated regularly. The Nutrition Officer in coordination with the Nutrition Manager will establish and oversee the maintenance a referral mechanism under the direction of the Nutrition Officer between GOAL’s other programmes e.g. food security and nutrition and between GOAL and partners or external actors.
The Nutrition Officer will report to the Nutrition Programme Manager and will be responsible for ensuring project activities are achieved within agreed timeframes, budgets and according to GOAL’s standards and donor regulations. He/she will manage the Nutrition Community Worker(s) and contribute to robust process and impact monitoring and support the adaptive management of the nutrition programme.
Duties, objectives and competencies
Develop communication products (leaflets/SMS messages/community announcements as appropriate) on what the LNS-SQ is, who it is for, and why it is important for children aged 6-59 months to consume it daily and not share it with other members of the household.
Develop context specific training material for households with U5 and/or PLW, on how to identify acute malnutrition at home and the appropriate actions to take if malnutrition is identified.
Work with the MEL team to provide nutrition outcome questions on the distribution and post-distribution monitoring
Ensure that all relevant information is collected for reporting purposes on a timely basis, and compile regular monitoring reports, as agreed with the Nutrition Manager
Provide technical support to GOAL partners working on nutrition to ensure partner activities are in line with GOAL processes and requirements
In liaison with Nutrition Program Manager ensure timely request for monthly activities through raising all relevant finance/logistic related paperwork as well as follow ups where necessary
Work closely with the Food Security team on coordinating distribution activities
Ensure registers and TORs for distribution activities are in place
Liaise with other GOAL departments e.g., logistics, food security team to ensure smooth implementation of activities
Network and represent with other agencies on GOAL’s nutrition related activities as directed
Ensure that policies and guidelines as laid down in GOAL manuals and policies are always adhered to
Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.

Requirements (essential)
Bachelor’s degree in relevant field (nutrition, health, pharmacy, science or related relevant degrees)
Minimum two years working experience of community nutrition with a strong focus on social behaviour change-related activities related to PLW and children Under 5.
Good communication skills (written, spoken), including writing skills in English and Arabic
Demonstrated monitoring and evaluation skills with experience conducting nutrition assessments.
Confident presentation and facilitation skills, proven record in provision of trainings.
Good computer skills (Word, Excel)
Willingness to live and work in Idleb or Aleppo, Syria at least five days a week
