IREX is seeking a Recruitment Officer to lead and support recruitment efforts within our New Business Development Unit (NBDU). S/he will source, screen, and interview candidates to be named in proposals for donor-funded programs globally. The Recruitment Officer will work closely with the Senior International Recruiter and the broader NBDU team in networking and employing traditional sourcing strategies, plus developing new, creative recruiting approaches to attract competitive talent.

Your Background & Skills

  • At least two years of recruitment experience, preferably for international donor-funded development projects.
  • Demonstrated experience with sourcing of passive candidates.
  • Proven track record of engaging in multiple simultaneous recruitment efforts and managing or supporting the entire recruitment cycle.
  • Experience using Ultipro and online job boards such as LinkedIn and Devex are a plus.
  • Proficiency in Microsoft Office Suite is required.
  • Ability to work in a fast-paced environment and meet urgent deadlines.
  • Detail-oriented with the ability to prioritize work.
  • Excellent writing skills and proven communication, interviewing and interpersonal skills, including professional phone manner.
  • Fluency in other languages is an asset.
  • Ability to employ a high level of confidentiality in handling candidate information.
  • Bachelor’s degree in international development, human resources, public administration, education, or a related field.

Your Daily Tasks

  • Support recruitment efforts and serve as the lead recruiter for multiple recruitments for proposals.
  • Maintain effective working relationships with the Senior International Recruiter and broader NBDU staff to ensure understanding and support for short- and long-term recruiting needs.
  • Provide timely and effective recruitment solutions by effectively liaising with the Senior International Recruiter and hiring managers to develop job descriptions and ensure a full understanding of position requirements, preferences, and timeframes.
  • Post job ads, conduct resume screenings and candidate outreach, maintain recruitment trackers, set-up and perform candidate phone screens, schedule final panel interviews, and conduct background and reference checks.
  • Gather and prepare personnel documentation for proposals (biographical data sheets, letters of commitment, offer letters, references, tailored resumes, bios, skills matrices, etc.) and ensure that it all complies with donor specifications laid out in solicitations.
  • Develop and maintain a broad range of external networks, research and source new recruiting avenues within specialized fields, develop and sustain internal and external contacts in an effort to build a pipeline of strategic technical area experts.
  • Brief the Senior International Recruiter, Hiring Manager, and relevant proposal development staff on shortlists and individual candidate status.
  • Collaborate with the Senior International Recruiter and hiring managers to finalize candidate selections by preparing and supplying matrices of vetted candidates.
  • Participate and collaborate in ad hoc projects and perform other duties, as assigned.
