Georgia is exposed to various climate-induced hazards including floods and flash floods, climate-induced geological hazards (including landslides, mudflow, debris flows), droughts, soil erosion, severe winds, hailstorms and avalanches, predominately due to the diverse and complex terrain of the Caucasus mountains, its significant influence and the influence of the Black Sea and Caspian Sea on the climate and weather of the region. Furthermore, according to Georgia’s 2nd and the 3rd National Communications, the frequency, intensity and geographical spread of extreme hydro meteorological hazards will increase under climate change and may result in significant impacts on key sectors including agriculture, critical infrastructure (transportation networks, buildings, roads, water supply, energy installations), natural resources and eco-systems, glaciers and forests.

 

National Vulnerability Assessment Specialist is expected to work closely with the international Environmental Economics Expert, the Systems and Technology Expert and GIS experts/contractors while supporting implementation of socio-economic vulnerability assessment assignment.

  • Collecting and organizing secondary data from various stakeholders for each receptor of socio-economic vulnerability model;
  • Assisting project’s International Environmental Economist to process and transform data for development of the socio- economic risk assessment and risk prioritization model;
  • Conducting background research and/or supporting studies on various aspects of socio-economics for the project;
  • Compiling research materials in a systematic way and preparing background briefs/briefing notes as/ when required by the Project;
  • Collecting and analysing socio-economic and environmental data, or other relevant information, and synthesize information;
  • Generating quantitative data charts/tables/graphs, and consolidating and updating reference list to papers/reports when required.
  • Coordination and organization of regular meetings between international experts, national partners, other stakeholders, etc., including Technical Advisory Working Group (TAWG) meetings;
  • Organizing and conducting bilateral meetings with various stakeholders to assess data availability and obtain relevant data;
  • Managing and overseeing the process of field work for ground truthing;
  • Undertaking review of deliverables developed by international experts for technical compliance with TORs;
  • Preparing inputs for progress reports, meeting minutes, conference/seminar/workshop reports and maintain documentation and records.

Min. Academic Education 

Master’s degree in Sociology, Development Studies, Statistics, Economics or related field.

Relevant Work experience

  • 3 years of experience in conducting research, analysis and generating reports;
  • Experience in working in a team of experts and coordination would be an asset;
  • Expertise in designing surveys and analyzing data using quantitative and qualitative tools;
  • ICT skills, especially in using database software;
  • Demonstrated experience in working with various types of data.
  • Builds strong relationships with the working group and with the project partners; focuses on impact and results for the project partners and responds positively to feedback;
  • Cooperates with working group effectively and demonstrates strong conflict resolution skills;
  • Consistently approaches work with energy, positivity and a constructive attitude;
  • Demonstrates strong influencing and facilitation skills;
  • Remains calm, in control and good humoured under pressure;
  • Demonstrates openness to change, new ideas and ability to manage ambiguity;
  • Demonstrates strong oral and written communication skills;
  • Demonstrates ability to transfer knowledge and competencies;
