Background

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the four positions of National Trial Monitoring Officers (NP1) to support the Security Co-operation and Governance Programme in the implementation process of the "Supporting a More Effective Administration of Justice in Corruption and Organised Crime Cases in the Montenegro through Trial Monitoring" Extra-budgetary (ExB) Project. Please note that this vacancy is open to the nationals, or holders of permanent residence permit, of Montenegro.

This is a temporary appointment limited to the duration of the 'Trial Monitoring' Project activities that is scheduled to end in year 2023. The initial contract will be issued for the standard period of time and extended subject to completion of the probationary period. Any following extension of the contract is subject to availability of the 'Trial Monitoring' Project funds and satisfactory performance.

Tasks and Responsibilities

The incumbents will be based at the OSCE Mission to Montenegro, within the Security Co-Operation and Governance Programme, and be supervised by the Project Officer under the overall supervision of the Programme Manager, Security Co-Operation and Governance. Within the limits of the Project timeframe, the incumbents will monitor and analyse corruption and organised crime cases from the indictment phase to their completion. To support trial monitoring, the incumbents will collect, review and analyse relevant data for cases selected for monitoring. The incumbents shall also monitor and draft reports on the work of relevant Judicial and other institutions responsible for ensuring high quality investigation and processing of corruption and organised crime related offenses before courts. The incumbents shall use these findings to advise the Project Officer and the Programme Manager, Security Co-Operation and Governance on appropriate follow-up actions by the Mission. The incumbents shall play a crucial role in ensuring that the Project Officer and the Programme Manager, Security Co-Operation and Governance and the OSCE Mission to Montenegro is able to follow the process of corruption and organised crime case monitoring for the purpose of developing and disseminating recommendations to relevant domestic authorities. She/he will conduct media analysis and support the organization of consultations and discussion forums to ensure that awareness of recommendations by key stakeholders is enhanced.

Therefore, main duties and responsibilities of the four incumbents working in a team will imply the following:

Monitor corruption and organised crime cases; Review and perform analysis of relevant data and draft reports on compliance with applicable framework provided by law and best practices; Monitor and draft reports on the work of relevant Judicial and other institutions responsible for the investigation and processing of corruption and organised crime related offenses before courts; Conduct media analysis and support the organization of consultations and discussion forums to ensure awareness of recommendations by key stakeholders is enhanced; Support the Associate Project Officer to prepare and conduct interviews with selected stakeholders; Support the Associate Project Officer to design and organize peer learning events; Perform preliminary analysis of data collected through case monitoring and stakeholder interviews; Draft quarterly project implementation reports, as well as "country chapters" for Inception, Mid-term, and Final Reports; Other duties as required to implement the ExB Project.

Necessary Qualifications

  • First-level university degree in law;
  • Minimum two years of practical courtroom experience;
  • Proven experience in drafting legal analytical reports;
  • Working knowledge of international fair trial and human rights standards;
  • Working knowledge of international anti-corruption conventions;
  • Experience that required knowledge of international standards and OSCE commitments in the field of rule of law reform processes;
  • Experience that required knowledge of the domestic political situation and local judicial structure, including the framework pertaining to the processing of corruption and organised crime crimes;
  • Computer literate with practical experience with Microsoft applications;
  • Excellent written and spoken communication skills in English and local languages;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks;
  • Holding valid driving licence.

Remuneration Package

Monthly remuneration, subject to social security deductions, is EUR 1,810.08. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
