UNDP Indonesia Country Programme 2021-2025 was developed in partnership with the Government of Indonesia which supports national efforts to achieve the 2030 Sustainable Development Goals, in particular SDG indicator 3.8.1 related to the coverage of essential health services. The programme contributes directly to RPJMN 2020-2024 and aims at improving access and quality of health services as part of accelerating the progress towards universal health coverage.  

UNDP has developed a programme cluster related to health system strengthening namely Health Governance Programme (HEART) as an umbrella of various initiatives on health system strengthening at UNDP Indonesia. One of the UNDP Country Programme outcomes reads as national institutions strengthened for Equitable access to quality basic social services and social protection.  Aligned with this particular outcome, the Health Governance Programme will contribute to support specific national efforts to achieve SDG 3 and with a focus to meet Indonesia’s commitment to address inequity in health through Universal Health Coverage. Working with government counterparts and civil society organisations, the Health Governance Programme will leverage UNPD’s global expertise on governance in the health sector and on providing implementation support for large health initiatives. The programme will develop innovative solutions and capacities through technical assistance, south-south cooperation and partnerships for improved and sustained health outcomes for all. The Health Governance Programme will have two outputs: (i) strengthened national policy and institutional environment that is governing the access and delivery of needed health technologies and affordable medicines through evidence based and multisector collaborations; and (ii) the performance of national programmes is improved and positively impacts the coverage and the sustainability of services delivery and the health system better integrates environmental concerns in climate change adaptation and waste management practices to mitigate or limit its impact on environment(s).

Currently, Health Governance Programme Cluster is implementing strategic projects supported by multi-donors such as (i) Sistem Monitoring Imunisasi dan Logistik Secara Elektronik (SMILE) funded by GAVI, (ii) Strengthening Digital Health of COVID-19 response (STRATEGIC) and (iii) Access Delivery Partnership (ADP) funded by Japanese Government, (iv) Management and Technical Assistance for AIDS, Tuberculosis and Malaria (MTC-ATM) funded by the Australian Government, and (v) Financial Management Technical Assistance (FMTA) funded by the Global Fund. This Cluster potentially gains more support from donors and/or other funding opportunities through resource mobilization in support of the Covid-19 response and recovery in the health sector as well as other initiatives related to health system strengthening.

Working with government counterparts, professional associations, and civil society organizations, UNDP has been deeply involved in delivering a comprehensive programme on health system strengthening in Indonesia since 2007. The key areas of UNDP technical assistance and capacity support include health system strengthening, stakeholder’s coordination, socio-economic support, and improving the management of big data on health sector. Under UNDP Health Governance Programme, UNDP has leveraged its global expertise on collaborative platform, procurement service for health equipment, supply chain management system for health, and medical waste management.

Under the supervision of the Team Leader of the Democratic Governance and Poverty Reduction Unit (DGPRU), the National Technical Specialist will lead the HEART Cluster and projects under this cluster and manage project teams. Beyond this, the incumbent will  be responsible to implement resource mobilization and strengthen the partnership and collaboration with government entities, donor agencies, other UN Agencies, CSO, private sector and other stakeholders. The incumbent will also be responsible for project assurance, providing technical assistance to project when required and carry out overall monitoring for the performance of the HEART Cluster. Further, the incumbent will also be responsible for relevant operational issues in line with the agreed results of UNDP Country Programme and in compliance with GoI and UNDP procedures.  
 

Institutional Arrangement

The direct supervisor of this activities is Team Leader of DGPRU. She/He will work closely and report to the Team Leder of DGPRU. The organigram in Annex shows the position of this function within the office and unit structure.
   

 

a)    Lead the HEART Cluster and manage projects and supervise the project teams to ensure effective implementation.

  • Oversees projects implementation and ensure achievement of targets as outlined in the project work plan;
  • Leads and supervises project managers and teams, builds team coherence and establishes clear roles and responsibilities among team members;
  • Develop project planning with project managers and PICs and conducting quality assurance.
  • Ensures that projects meet the expected standards and are sufficient to produce project outputs and targets;
  • Responsible for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management.
  • Develops the project standard operating procedures in line with the government and UNDP’s regulations; and takes responsibility for updating and revising it as necessary.
  • Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation.
  • Consults with the Head Unit for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and
  • Performs Programme Manager duties on UNDP’s ERM (ATLAS) in line with the NIM manual and as outlined in the delegation of authority for Cluster Leader.
  • Perform as Country Focal point for Access and Delivery Partnership Project https://adphealth.org/
  • Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports.



b)    Ensure effective programme management and quality control from formulation to implementation of the projects.

  • Develop medium-term and annual work plan and approve projects work plans and organizes programme board meetings to obtain their approval;
  • Ensure the implementation of projects work plan and ensures that the project remains within the tolerance level of the approved work plan;
  • Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that projects implementation at all levels complies with the approved project SoPs;
  • Review project reports, in line with the standard template and presents it to the project assurance team on a timely manner;
  • Provides additional inputs and data for external project reports as necessary and required by the project assurance team;
  • Organizes regular project board meetings and reports to the project board on the project’s quarterly progress together with any issues that may require project board decisions; and
  • As required and directed by the project board, liaises with UNDP’s QARE (Quality Assurance, Reporting and Evaluation) Unit to initiate project review and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by QARE.



c)    Create and nurture strategic partnerships and support to the implementation of resource mobilization.

  • Establishes and maintains good working relationships with the relevant public and development partners who are the principal counterparts for the project;
  • Initiates and maintains partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results;
  • Builds projects reputation for quality design, reliable delivery as well as integrity and accountability;  
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors;
  • Identifies opportunities for mobilizing resources for the projects, and prepares substantive briefs on possible areas of cooperation; and
  • In coordination with UNDP’s Communication unit and other relevant counterpart communications department, strengthens the communication of the project in order to communicate results, deepen stakeholder knowledge and buy-in to the project, and to facilitate resource mobilization for the project.

 

d)    Facilitation of knowledge building and management, producing and disseminating lesson learnt from designated projects and support to the promotion of cross-project, cross-unit knowledge fertilization.

  • Identification of entry points for knowledge generations and knowledge sharing from project experience;
  • Effective contributions to knowledge networks and communities of practice.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to project and programme country policy goals.  
  • Provision of support to the information sharing event and dialogue within the donor community by initiating and/or participating in consultative meetings that will address the issues and needs in collaboration with key partners.
  • Maintenance of established advocacy networks which are linked to international networks and proposed for expansion of network to the Project Manager, thus relevant, high-impact advocacy campaigns are implemented with key partners.
  • Effective support to the establishment of showcase to external stakeholders on progress made and impacts delivered.
  • Organization of training for the operations/ projects staff on various issues.
  • Professional growth through active learning.
  • Conducts internal capacity building training for project staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.
  • Effective contribution to the network for gender mainstreaming learning and knowledge sharing.
