Organizational Setting
The National Technical Officer (NTO) will work under overall guidance of WHO Representative and direct supervision of Advisor, Health Policy & Systems for UHC responsible for HMIS area. NTO will be based at HMIS Unit, State/Region.
The candidate coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

NTO is Liaison and focal point for different partner working mainly to save lives, avert disabilities and prevent infections, through an improved health information management system, which in turn will strengthen management of critical health programmes such as those on HIV, TB, malaria, COVID-19 besides other communicable diseases and RMNCAH. Such technical support will facilitate progress towards Universal Health Coverage (UHC) in the formulation of strategies and plan of actions and developing guidelines and tools for implementation, monitoring and evaluation of interventions for improving effective set-up and use of Health Management Information systems (HMIS).
Impact of functions
An inception report detailing design of the data quality assurance activities to be conducted at respective assigned State/Region. To be submitted by end of Month One.
Progress report by end of Month Five, including but not limited to: : i) regular conduct of DQA check and feedback to respective reporting units at least during the first week of every month; ii) assist in preparation DQA guideline and training materials; iii) conduct at least one DQA training for all reporting units in the respective State/Region iv) engage with the central team in the preparation of at least one of the documents: health statistics report, DQA plan, guideline, training materials regarding DQA and data use.
By the end of ten-month contract, the NTO will develop: i) a plan or framework on data use at local level for decision making and local planning ii) facilitate at least one data use training/workshop; iii) A final comprehensive report describing these activities and achievements of deliverables must be submitted.
Qualifications required
Educational background
Essential: University degree in health, public policy or social sciences, information technology and statistics or related field from recognized university
Desirable: Master’s degree in relevant field from recognized university
