Organizational Setting

 

The National Technical Officer (NTO) will work under overall guidance of WHO Representative and direct supervision of Advisor, Health Policy & Systems for UHC responsible for HMIS area. NTO will be based at HMIS Unit, Nay Pyi Taw, Myanmar

The candidate coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

 

Major Duties and Responsibilities

                                                 

  • Work with HMIS team on improving data quality and promoting data use at all levels: preparing the data quality assurance plan and data use framework for different levels of health system.
  • Conduct regular data quality check and provide timely feedbacks and on job trainings as necessary through available means.
  • Provide technical support to HMIS focal persons regarding data quality assurance activities, and reports preparation.
  • Assist with Data Analysis and the preparation of public health and hospital statistics reports and other reports.
  • Support to organize meetings and trainings at respective levels and provide technical assistance to facilitate the meetings and trainings.
  • Assist with promoting data use for planning and decision making at respective levels and reporting units (health facilities, hospitals etc.).
  • Assist in development of guidelines, SOP and training materials on DQA for the users at different levels of the system including implementing partners, community volunteers, and community-based organizations.
  • Perform other duties as may be assigned by the supervisor(s).

     

    Work Relations and Partnerships

     

    NTO is liaison and focal point for different partner working mainly to save lives, avert disabilities and prevent infections, through an improved health information management system, which in turn will strengthen management of critical health programmes such as those on HIV, TB, malaria, COVID-19 besides other communicable diseases and RMNCAH. Such technical support will facilitate progress towards Universal Health Coverage (UHC) in the formulation of strategies and plan of actions and developing guidelines and tools for implementation, monitoring and evaluation of interventions for improving effective set-up and use of Health Management Information systems (HMIS).

     

    Impact of functions

     

    An inception report detailing design of the data quality assurance plan with the scope of activities outlined. To be submitted by end of Month One.

    Progress report by end of Month Five, including but not limited to: i) finalized health statistics reports for Myanmar; ii) the finalized data quality assurance plan in the country; iii) prepare DQA guideline and training materials and conduct at least one training on DQA.  

    By the end of ten-month contract, the NTO will develop: i) HIS roadmap, ii) a plan or framework on data use at local level for decision making and local planning should be finalized. A final comprehensive report describing these activities and achievements of deliverables must be submitted.   

     

    Qualification required

     

    Educational background

     

    Essential: University degree in health, public policy or social sciences, information technology and statistics or related field from recognized university

    Desirable: Master’s degree in relevant field from recognized university

     

    Professional experience and knowledge

     

    Essential:

    • Minimum 3 years of experience in health information and statistics field and/or monitoring and evaluation field.
    • Knowledge of DHIS2 training and implementation, monitoring on DHIS2.

      Desirable:

      • Experience in strengthening of Health Management information System and guiding the use of information at field level
      • Experience in communication with Myanmar Government Ministries’ staff.
      • Computer and information technology literacy, including demonstrated expertise in Microsoft Excel, Word, PowerPoint and GIS.
