Organizational Setting

This position is located in FAO Pakistan, based in Karachi. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. 

The following position is SB4-SC8.

Pakistan has been experiencing frequent natural disasters and non-coherent economic policies which has affected the overall economy specifically the agriculture sector and livelihood of the people. Outbreak of pandemic and locust attack has damaged agriculture crops and affected the food supply chain in Pakistan. Food and Agriculture Organization (FAO) of the United Nations supporting the Government of Pakistan at national and provincial level through different analytical policy reports on food supply chain, food forecast livestock, forestry, fisheries, and climate change management. Similarly, a web-based data management system is under development for agriculture, food security and nutrition statistics in Pakistan. Through this system, support Government of Pakistan in monitoring food prices and supply chain through live dashboards which will enable better planning and policy making. 

There is currently a team of Water experts, Agriculture /Hydraulic Engineers working on different components to strengthening the water and agriculture sector in Pakistan. FAO Pakistan seeks an experienced professional with strong technical and analytical skills to contribute for the above project in Pakistan. This experience will provide scope of work as outlined below: 

 

Reporting Lines

Under the overall supervision of the FAOR, the direct supervision by FAO’s Sr. Land & Water Officer of the project, and in close consultation with SBIP Project Team, the incumbent will:

 

Technical Focus

Provide technical and project management support to the PCMU for the implementation of SBIP/SWAT and assist in the Agriculture Water Management, Ground Water Management and Integrated Water Resources Management for irrigation schemes as per the international standards.

 

Tasks and responsibilities

•    Responsible for technical activities of the Water Project in Sindh
•    Lead FAO team efforts to support modernizing sub-project design and implementation work under the  Sindh Water and Agriculture Transformation (SWAT) project.
•    Support integration of lessons learnt on water accounting, aquifer mapping, participatory groundwater management, and other relevant activities undertaken in FAO’s TIBCRAW project into SWAT project.
•    Support coordination of water policy finalization and implementation of legal and reform agenda.
•    Collect information and carryout analysis, when needed, on surface and groundwater situation in the province.
•    Support the preparation of technical aspects for expression of interest notices.
•    Support the preparation of evaluation criteria for short-listing of consulting firms, as well as for technical and financial proposals for each assignment.
•    Assist in the short-listing of the consultants, preparation of evaluation reports, ranking etc. necessary for preparing a short-list.
•    Assist in reviewing and finalization of Terms of Reference and request for proposal packages (RFPs) for consultancy services, in collaboration with the implementing agencies.
•    Support monitoring of overall performance of the consultants including field visits (together with other PMC Team members), supervision of construction contracts, ensuring quality of construction is maintained according to the specifications as included in the bidding documents and that the Project Implementation Consultants (PICs) perform construction supervision according to the designed schedule.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    Masters of Engineering in Agriculture  Engineering / Irrigation  Engineering / Hydraulic Engineering
•    Minimum 7 years of relevant experience  in Agriculture Engineering, or Irrigation Engineering or Hydraulic Engineering
•    Working knowledge of English 
•    Knowledge of language used in Sindh will be an asset
•    National of Pakistan

 

Technical Skills

•    Experience in Planning, designing, and supervising of the building of irrigation, drainage, and flood- and water-control systems
•    Manage and perform the planning, design/analysis, and construction administration of water resources infrastructure projects 
•    Water Project Planning, Monitoring and Evaluation
