Organizational Setting

This position is located in FAO Pakistan, based in Karachi. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. 

The following position is SB4-SC9.

Pakistan has been experiencing frequent natural disasters and non-coherent economic policies which has affected the overall economy specifically the agriculture sector and livelihood of the people. Outbreak of pandemic and locust attack has damaged agriculture crops and affected the food supply chain in Pakistan. Food and Agriculture Organization (FAO) of the United Nations supporting the Government of Pakistan at national and provincial level through different analytical policy reports on food supply chain, food forecast livestock, forestry, fisheries, and climate change management. Similarly, a web-based data management system is under development for agriculture, food security and nutrition statistics in Pakistan. Through this system, support Government of Pakistan in monitoring food prices and supply chain through live dashboards which will enable better planning and policy making. 

There is currently a team of Water experts, Project Specialists, Agriculture /Hydraulic Engineers working on different components to strengthening the water and agriculture sector in Pakistan. FAO Pakistan seeks a Technical Project Expert with a strong engineering, Project Management, Technical and Analytical skills to contribute for the above project in Pakistan. This experience will provide scope of work as outlined below: 

 

Reporting Lines

The incumbent will report to the FAOR, the FAO’s Sr. Land & Water Officer of the project, and liaise with SBIP Project Team:

 

Technical Focus

Provide analytical and technical support on water resources management, irrigation, drainage and rural infrastructure aspects for the formulation, implementation and evaluation of investment policies, strategies, programmes and projects in food and agriculture, rural development, natural resource management. He/she should have managerial skills to run the project and manage all personnel assigned under the project.

 

Tasks and responsibilities

•    Coordinate with PCMU, PMO, World Bank and other concerned relevant international and national organizations.
•    Lead the implementation of Sindh Barrages Improvement Project (SBIP) / Sindh Water & Agriculture Transformation Project (SWAT) activities.
•    Provide guidance to the international and national consultants in undertaking their tasks and responsibilities.
•    Ensure timely completion of deliverables of this project, monitor overall progress and quality of the outputs.
•    Identify, formulate, and prepare programme and project proposals, monitor, and review the status of the programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; identify inconsistencies and delays and submit proposals to the FAOR on how to improve results and increase efficiency.
•    Ensure that all operational activities are carried out in line with the work plan and the project document and makes recommendations and details on how to improve results and increase efficiency. Any other tasks assigned by supervisor 
•    Lead projects/programme formulation of irrigation and drainage, agriculture water resources management including on-farm, as well as rural infrastructure investment strategies and operations.
•     Advise and provide technical expertise to government agencies, development partners, producers, water users’ organizations and other stakeholders on best practices, and interacts to facilitate exchange of critical information, validation of findings and recommendations regarding investment constraints and opportunities.
•    Conduct review for technical soundness, consistency and compliance with national strategies and policies, as well as financing partners’ requirements, as applicable, investment project documentation, sector and policy reports and recommendations, technical documents including engineering design and institutional aspects of irrigation and drainage system operation and maintenance, and other relevant material.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements

•    Master of Engineering in Agriculture/Irrigation/Hydraulic Engineering
•    Ten (10) years of experience in the relevant field
•    Working knowledge (level C) of English 
•    Knowledge of language used in Sindh will be an asset
•    National of Pakistan
