Organizational Setting

The Food and Agriculture Organization is a specialized agency of the United Nations that leads international efforts to defeat hunger. FAO in Bangladesh has been implementing activities in close cooperation with the Government of Bangladesh since its establishment in 1978. FAO’s goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active healthy lives. We believe that everyone can play a part in ending hunger.  

The tasks envisaged for this consultancy are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing several projects in various countries in Africa. Within the ECTAD framework, the Animal Production and Health Division (AGA) is closely working with the Emergency and Resilience Division (PSE) under the Strategic Program 5 to support various aspects of the animal health programme of FAO, including the Emerging Pandemic Threats (EPT-2) and Global Health Security Agenda (GHSA) Programmes.

 

Reporting Lines

Under the general supervision of the FAO Representative (FAOR) in Bangladesh, the technical guidance of the ECTAD Bangladesh Country Team Leader, and direct supervision of the International Operations Officer and in close collaboration with FAO Bangladesh’s administration personnel, the Assistant Operations Specialist, SC-7 will be responsible for providing day to day operational assistance to support efficient implementation and timely delivery of the ECTAD Bangladesh programme following FAO rules and regulations.  

 

Tasks and responsibilities

•    Support the ECTAD technical team (requestor) in collecting and analyzing market information to prepare the procurement requests with correct market price and reliable potential vendors from local and international markets.
•    In coordination with the ECTAD technical team, prepare, review, and update the monthly procurement plan to ensure timely supply and delivery of equipment and quality supplies to the ECTAD programme beneficiaries according to related project work plans.
•    In accordance with established criteria, prepare a roster of potential local suppliers and service providers who could be requested for quotations or invited to bid (by procurement unit) for the supply and provision of inputs and services. 
•    Raise a purchase requisition in the system for the initiation of procurement action and to commit the budget.
•    In coordination and permission of Procurement Unit to follow up with suppliers to ensure their acceptance of RFQ/ITB/RFP and to ensure their response to Procurement Unit
•    Coordinate between procurement unit and project technical team/requestor in the technical evaluation of offers from suppliers and service providers.
•    Participate in the meetings of the Local Procurement Committee as necessary. 
•    Maintain an efficient database on project procurements and their status, and liaise with the suppliers and contractors to deliver goods and services to the project target areas.
•    Prepare the supplier performance report after each procurement action.
•    Support the submission of ePPR for the recruitment of International consultants and 
•    Support the project with processing Local and International Travel authorization, ensuring all the travel paperwork and approvals are obtained promptly.
•    Support in processing international Travel Expense Claims in the GRMS system
•    Perform other related duties as required.

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 

Minimum Requirements 

•    Advanced university degree in public or business administration, finance, accounting, economics, social sciences, or other fields related to the FAO mandate;
•    At least five years of relevant experience in project management/operations and support; 
•    Working knowledge of the English language [i.e. spoken and written], fluency in Bengali would be an asset.
