    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    Introduction

    The ILO seeks to recruit the services of a National Project Officer in Somalia for the implementation of the ILO “Better regional migration management” (BRMM) Project financed by the UK Government Foreign Commonwealth and Development Office (FCDO) and “Program for Implementation of Djibouti Declaration on Labour, Employment and Labour Migration (” (PIDD).

    The overall objective of the BRMM project is to strengthen the capacity of countries in East Africa and Horn of Africa to govern labour migration by using evidence-based policies, enhance migrant workers’ qualifications and skills, and actively engage the social partners. The BRMM Project Phase II will build on the work carried out by BRMM Project Phase I and cover 3 inter-related components of intervention, namely:

    .

    1. Labour migration policies and programmes that support productive migration in East Africa and Horn of Africa are evidence-based and gender sensitive;
    2. Labour migration governance is more equitable and effective recognizing skills and facilitating social inclusion and decent work;
    3. Labour migration governance is strengthened through being more inclusive of social partners.

      The overall objective of the Program for the Implementation of the Djibouti Declaration on Labour Employment and Labour Migration is for IGAD Secretariat, IGAD Member States and Social Partners put in place and implement appropriate legislations, policies, systems, practices to advance decent employment opportunities for citizens particularly youth, women and migrant workers and facilitate regular labour migration in and from the IGAD region. With the ambit of this overall objective, the program will have four specific objectives namely:

    4. Youth, Women, migrants and other vulnerable groups in the IGAD Region have access to decent employment opportunities
    5. Potential Migrants and Migrant workers in and from the IGAD Region have improved opportunities for regular labour migration
    6. Effective and inclusive national and regional social dialogue systems and practices are institutionalized and strengthened in the IGAD region
    7. Migrant workers and workers in the rural and informal economy have improved coverage by social security systems.

      The Projects will draw on existing or recently completed ILO interventions in East and Horn of Africa and beyond and seek synergies and complementarities in interventions, avoiding overlapping and duplication, with other similar projects in the region, such as Free Movement of Persons & Transhumance, FAIRWAY, Joint Labour Migration Programme etc. thus improving the sustainability of the proposed activities. The project will be implemented in Ethiopia, Djibouti, South Sudan, Somalia, Kenya, Uganda, Tanzania.

      The incumbent will be based in Somalia and will be responsible for the implementation of the project in Somalia. The National project coordinator will closely work with the Chief Technical Adviser (CTA) of both projects and lead the day-to-day implementation of project activities in Somalia.

      Reporting lines:

      Under the overall responsibility of the Director of ILO CO-Addis Ababa, the National Project Officer (NPO) will be responsible for coordinating the projects and implementing activities in Somalia. The incumbent will work under the direct supervision of the projects CTA’s and technical guidance of technical experts. He/she will be responsible for the following activities at national level:

      Main duties and responsibilities:

      1. Assist in the coordination and implementation of project activities in Somalia with criteria of timeliness, quality and effectiveness, ensuring the achievement of planned results within the time frame and budget and in accordance with global project requirements and ILO’s policies, values and procedures.

      2. Implement the communication strategy, reporting, monitoring and evaluation plan in line with the outcomes and outputs set out in the project document and the monitoring and evaluation plan and monitor progress on a continuous basis

      3. Initiate, sustain and guide cooperation with key partners in Somalia, including establishment of technical working group to guide the implementation, monitoring and evaluation process of the projects. Also, liaise with relevant partners and assist in the establishment of a national labour market information system that include labour migration as a core topic.

      4. In close consultation with CTAs, Technical Officer and technical specialists assist in building knowledge of key Somalian stakeholders on labour migration, latest international standards covering labour migration statistics, skills, and social protection.

      5. In close collaboration with relevant ILO technical specialists ensure the performance and results of the project and ensuring that gender is mainstreamed in planning and project implementation to achieve the desired results.

      6. Assist in the Development of country level work plans in consultation with tripartite partners and update project work plans on a continuous basis and ensure their timely implementation.

      7. Provide technical inputs and coordinate the development of studies, thematic reports, tools and training materials developed by the project, external collaborators, service providers and partner institutions and ensure wide dissemination and use of the findings and tools delivered by the projects.

      8. Support in drafting of periodic reports, activity reports, project briefing notes and other ad-hoc reports on the progress of projects, in line with the logical framework and M&E plan of the projects and requirements of the ILO and the donor;

      9. Contribute to planning, organizing and facilitating consultative meetings, trainings, seminars and workshops and serve as a resource person in trainings, workshops and technical consultations on various topics related to labour migration.

      10. Ensure a regular flow of information on the status of the activities planned and implemented between the CTAs, the ILO-Country Office, the relevant Decent Work Teams, ROAF and HQ. This will include accurate implementation, performance, risk and financial monitoring, including reporting on project linked Country Programme Outputs in collaboration with the regional labour migration specialist.

      11. Assist in the Development of project proposals and engage in resource mobilisation.

      12. Carry out other duties as may be assigned by the CTAs and/or Director

      Required qualifications

      Education

      First level university degree in development studies, economics, and other related social science fields.

      Experience

    8. A minimum of two years’ experience in the field of labour migration and mobility governance, labour migration dynamics in the region and labour migration statistics.
    9. Experience working with officials of ministries of labour, foreign affairs, social partners and migration institutions and associations.
    10. Experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, and overseeing the preparation and submission of required reports to the project donor).
    11. Solid field experience in designing and implementing project activities preferably in the fields of labour migration and statistics.
