Introduction

The COVID-19 crisis is expected to affect the global economy for years to come. In addition to containing the virus and saving lives, governments, employers and their associations, workers and their organizations and enterprises of all sizes in all countries are focused on weathering the crisis and ensuring minimal job losses and business and industry survival. At the same time, governments, employers and workers across the globe and in all sectors of the economy are calling for decent work to be part of the response to the pandemic. The need for fairer, more resilient and sustainable global supply chains is part of national, regional and global discussions on how the world of work can build back better.

The Sustainable Supply Chains to Build Back Better project is a joint intervention co-funded by the European Union (EU) and the International Labour Organization (ILO) that aims to promote decent work in global supply chains. This includes the development of new knowledge, tools, guidance, policy advice, technical assistance and training to address decent work challenges and opportunities in five sectors in five countries: coffee in Colombia, fisheries in Namibia, rubber gloves in Malaysia, textiles and clothing in Madagascar, and electronics in Viet Nam.

In Viet Nam, this project will engage with ILO constituents and key stakeholders in seizing this moment to assert the importance of decent work to fairer, more resilient and sustainable electronics supply chains and to the social and economic recovery from the COVID-19 crisis.

The project aims to:

  • promote decent work in the electronics supply chain in Viet Nam as key to the social and economic recovery from the COVID-19 crisis;
  • support the promotion of social dialogue all along the supply chain to keep decent work principles and international labour standards at the forefront and explore possibilities for a “new normal” during and after COVID-19 recovery; and
  • support government, employer, worker and other stakeholder action to make decent work a defining framework of the post-COVID-19 era in Viet Nam.

The project comprises three closely inter-related modules: Module 1: Research and analysis on decent work challenges and opportunities in the electronics sector and the impact of COVID-19, based on a mapping of the electronics supply chains and decent work survey

Expected outcome: Enhanced knowledge and understanding of the decent work deficits and opportunities in the electronics supply chain in Viet Nam among policy makers, social partners and other stakeholders facilitates the development of gender-sensitive and evidence-based policies and measures to advance decent work

Module 2: Production of tools and guidance to enhance knowledge and capacity

Expected outcome: Tripartite constituents and stakeholders are better equipped to advance decent work in a more resilient, inclusive and sustainable electronics supply chain and in safer and healthier workplaces in Viet Nam

Module 3: Support to national and sectoral constituents and stakeholders to advance decent work in the electronics supply chain in Viet Nam as part of their response to the COVID-19 crisis.

Separately, the ILO intends to launch a project with support from Apple Inc. to promote decent work in the global electronics industry. This project aims to address decent work deficits common in the sector, paying special attention to workplace cooperation, worker voice, and gender equality. Given the shared focus on the electronics industry, every effort will be made to streamline resources and maximize impact.

Within the policy and procedural requirements established by the ILO and the EU & Apple-funded projects, the National Project Officer for this project will coordinate elements of both project activities in Viet Nam and monitor and report on progress. Under the guidance of the Director of the ILO Country Office, s/he will establish and maintain working relationships with concerned government representatives and offices, employers' associations and workers' organizations, and key project stakeholders.

The National Project Officer will be based in the ILO Country Office in Hanoi. S/he will work under the direct supervision of the ILO Director of the Country Office and will receive guidance from the Technical Officer of the Sustainable Supply Chains to Build Back Better project in the Sectoral Policies Department and DWT-Bangkok, while closely working and coordinating with ILO projects in Viet Nam, in particular Better Work and future project related to electronics sector.

Description of Duties

  • Coordinate and execute project activities, including research and analysis on decent work challenges and opportunities in the electronics supply chain and the impact of COVID-19.
  • Monitor progress of the project by drafting work-plans and monitoring activities.
  • Support the Technical Officer in the preparation of the required periodic progress reports on the status of activities.
  • Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring expenditure as compared to planned activities and making recommendations for remedial action. Identify problems, propose solutions and actions.
  • Follow-up with staff and specialists in the ILO Country Office and Decent Work Team in Bangkok, as well as government offices, constituents and other organizations to expedite implementation and meet targets.
  • Supervise the work of the project's external collaborators.
  • Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the project activities in Viet Nam.
  • Organize meetings of the national tripartite advisory committee and other relevant workshops and events with constituents and key project partners.
  • Participate in, and represent the ILO in conferences, seminars, workshops, training sessions and meetings as required by the ILO Country Office. Speak on behalf of the project when attending these gatherings alone.
  • Undertake missions to project sites, independently or accompanying others.
  • Brief ILO staff and visiting officials, consultants and project partners and provide relevant information on decent work opportunities and challenges in the electronics supply chains in Viet Nam.
  • Draft or translate documents, press releases, official correspondence, statements and speeches and other public information materials.
  • Perform other duties as may be assigned by the Country Director and Technical Officer.

Education

University degree (Bachelor's or equivalent) in law, engineering, architecture, economics, social science, public policies, business administration, development studies or a relevant field. An advanced degree in relevant fields (trade, law, public policies, social policies, human resources or relevant) will be an advantage.

Experience

At least three years of professional experience at the national level in the area of project management, implementation, monitoring and evaluation. Ability to build relationships with and navigate different priorities of relevant stakeholders. Proven experience in working effectively with government bodies in charge of policy making and with development partners is required. ILO or UN experience in the relevant field will be an advantage. Experience in training, capacity building, and decent work in manufacturing supply chains will be an advantage.

Technical requirements: Good knowledge and relevant professional experience at the national level preferably in the electronics or other manufacturing industries and with decent work challenges and opportunities. Work experience with the government, social partners, civil society and other stakeholders. Knowledge of policy making and tripartite consultation would be an advantage.

Languages

Proficient in Vietnamese and excellent command and knowledge of English. Knowledge of other relevant languages is an advantage.

Competencies

  • Knowledge of programme and budget, project administration and evaluation concepts and procedures
  • Knowledge of the mandate and structure of labour market institutions in Viet Nam
  • Knowledge of the financial rules and regulations used by international organizations or public administrations
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution

  • Ability to interact with people with tact and diplomacy.
