Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is ILS 176621.- yearly.

Introduction

The International Labour Organization is a specialized agency of the United Nations. It is the only tripartite UN agency – bringing together government, employer and worker representatives to elaborate labour standards and policies and promote decent work in different parts of the world.

The ILO has launched a new project to develop Palestinian cooperatives and social entrepreneurship in order to boost sustainable development in the Occupied Palestinian Territory (OPT). The project contributes to the second Decent Work Programme for OPT (2018-2022), the National Policy Agenda (2017 – 2023) and the Cooperative Sector Strategy (2021-2023).

The project interventions will focus on creating a conducive institutional, legal and administrative eco-system for the emergence and development of cooperatives; developing appropriate structures, systems and tools for the provision of effective technical and training support services to cooperatives; and finally, effectively promoting new forms and types of cooperatives in OPT.

The official will be responsible in supporting the planning and organizing of the project activities and as per the duties outlined in the description below. The official will be based in the ILO OPT in Ramallah.

Reporting Lines: Under the general supervision of the Representative of the ILO office in Jerusalem and under the direct technical supervision of the Senior Programme Officer, and in close consultation with ILO COOP Unit in Geneva, the National Project Officer will perform the following tasks: Description of Duties

1. Monitor progress of ILO project activities and ensure consistency and completeness by reviewing, verifying and analysing work-plans, designing appropriate capacity development interventions, identifying necessary resource people, and collecting data and developing progress and final reports against key set of well-defined indicators.

2. Provide programmatic and administrative support to the project including the drafting of necessary TORs, activity concept notes, and preparation of all administrative and financial documents for the execution of activities while ensuring they are in line with the ILO financial rules and regulations.

3. Prepare briefs, periodical reports and statistical data on status of the project activities.

4. Assemble and edit basic data required for planning and negotiation of project activities, considering different approaches and alternative methods for project design, management, problem identification and problem resolution.

5. Assist in the programming and control of resources of the project funds, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to management for remedial action.

6. Participate in the organization of conferences, seminars, workshops, training sessions and meetings. Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material.

Required qualifications

Education

First level University degree in social science, political science, economics, or relevant field. An advanced degree in development studies would be a strong advantage.

Experience

At least one to two years of professional experience at the national level in the area of cooperatives or in a relevant occupational area.

Languages

Excellent command of both Arabic and English.

Competencies

1. Knowledge of programme and budget, project administration and evaluation concepts and procedures and of the mandate and structure of labour market institutions in OPT.

2. Knowledge of the office's financial rules and regulations.

3. Good knowledge of the context and challenges for the project areas of expertise.

4. Strong management and organizational skills.

5. Excellent analytical skills and ability to justify requirements and approaches to problem resolution and good drafting skills.

6. Good ability to interpret project information and to identify and analyse problems with implementation.

7. Ability to communicate effectively both orally and in writing. Ability to clarify information.

8. Demonstrate collaborative and team work experience and ability to work effectively with a multicultural and interdisciplinary team as well as work on his/her own initiative.

9. Ability to work independently, quickly, precisely, and take initiative and responsibility.

10. Ability to work under pressure and to meet the deadline.

11. Proficient in Microsoft Words, Power Point, Excel, Web-Browsers and Database Applications.

12. Ability to deal with people with tact and diplomacy.
