Context:

Under the overall guidance of the Chief of Mission and the direct supervision of the Head of Programmes, the successful candidate will be responsible for implementing and providing guidance and support to Migrant Protection and Assistance (MPA) projects in the Philippines.

Core Functions / Responsibilities:

  1. Coordinate with UN agencies and the United Nations Resident Coordination Office on a joint programme on the Global Compact of Safe and Orderly and Regular Migration (GCM) especially in the context of fair and ethical recruitment and sustainable reintegration.

  2. Coordinate with the Head of Programmes in engaging with IOM regional office and HQ to develop training materials and localize institutional approaches and tools for the Philippines, in particular on reintegration frameworks for returned international migrant workers and receiving communities.

  3. Delivery, or co-delivery of trainings to government and civil society on migrant protection, reintegration and ethical recruitment.

  4. Create training schedules and coordinate logistics and planning for their delivery within the Philippines.

  5. Collect and consolidate a database of existing materials that may assist with the development of tools and approaches on reintegration;

  6. Consult with relevant IOM colleagues in HQ and country offices on the Global Compact of Safe and Orderly Migration to ensure that activities are in line with IOM’s broader approach.

  7. Independently, and as part of a team, consult with government counterparts to implement project activities.

  8. Support the development of Monitoring & Evaluation (M&E) frameworks for both project outputs government efforts on the GCM.

  9. As required, act as the liaison point for Government, other IOM missions and other external partners on the GCM and UN Migration Network;

  10. Develop regular progress reports, project updates, talking points and briefing materials related to the GCM and UN Migration Network as needed;

  11. Communicate, in a timely manner, with the Head of Programmes regarding any potential obstacles or issues that would impede activities;

  12. Identify new areas for project development.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Business Administration, Supply Chain Management, Social Sciences or any related field from an accredited academic institution, or
  • University degree in the above fields with minimum two years of relevant professional experience.

Experience

  • Strong understanding of the Global Compact of Safe and Orderly and Regular Migration (GCM) and the UN Migration Network.
  • Experience in the field of return and reintegration and associated frameworks and ethical recruitment.
  • Previous work experience is an advantage. **

Skills

  • High level of computer literacy, specifically in MS Office applications;
  • Ability to analyze and interpret information and data.

Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of a second official UN language is desirable.
