The circular economy (CE) has many economic, social, and environmental benefits as it has three principles: design waste and pollution to reduce greenhouse gas (GHG) emissions across the value chain; keep products and materials in use to retain the value of products and materials, and regenerate natural systems for carbon sequestration of soil (Ellen MacArthur Foundation, 2019). Preliminary results on full implementation of CE in Indonesia in five sectors, which are food and beverages, textiles, construction, wholesale and retail trade, and electronics sector, suggest that CE will benefit the economy, social, and environment. Compared to business-as-usual scenario, Indonesia can achieve 2.3 percent higher Gross Domestic Product (GDP) and incomes in 2030, create annual household savings of almost 9 percent of their budgets (or IDR 4.7 million or USD 324 annually), and create 5.3 million net jobs or 3.4 percent of total projected jobs by 2030. Circular economy implementation in Indonesia could also save in non-land-use, land-use charge, and forestry (non-LULUCF) C02e emissions of 9 percent and water use of 2 percent relative to their current levels could be generated. In the context of JAKSTRANAS waste reduction targets, CE could help Indonesia achieve the target by reducing

more than 30 percent of the waste target at sources by 2030, where food and beverages sector has the highest reduction (64 percent) and followed by construction sector (59 percent). Nevertheless, annual investment that needed to capture circular opportunities in those five sectors is around USD 15.6 billion annually, where construction sector has the highest investment needed that is around USD 11.5 billion.

UNDP Indonesia and Bappenas has agreed with the Government of Indonesia to conduct the steps of a strategic multiyear circular economy project with the aim of supporting Indonesia in developing a national circular economy strategy.

The project has several building phases that will be implemented. The first phase is about study on the development and simulation of implementation of CE in Indonesia. The second phase is about the process toward the development of national CE strategy, that include understanding how the strategize resource efficiency to implement circular economy and strengthening outreach through CE policy advocacy and public awareness. The third phase ensures that the CE action plan is well-developed and establishes an enabling environment that includes regulatory framework and financing mechanism. The first phase of program was already completed and now it is in the second one.

Under the supervision of the Senior Advisor for Sustainable Energy Strategic Programme and Policy, the NPC  will lead the development of national CE Action Plan or Strategy, capacity building and advocacy processes for related stakeholders, and public awareness related activities.

The main role is to provide key guidance to project personnel and other relevant stakeholders, support services for projects under his/her portfolio while ensuring quality of project outputs are delivered – in line with the agreed result country programme and in compliance with GoI and UNDP procedure. The incumbent also will support to the new partnerships with development partners and the private sector to strengthen the Circular Economy project, while (in some cases) also managing the project assurance, providing technical assistance to project when required and overall monitoring and other relevant operational issues.

The  NPC  supervise project support team and work in close collaboration with programme, operations in the CO, technical advisors, experts, Government officials, and other relevant stakeholders to successfully implement the UNDP project/programme.

The incumbent will also conduct project quality assurance, and deal with relevant operational issues including support to regular monitoring. Duties and Responsibilities   The National Personnel will work under the overall guidance of the Senior Advisor for Sustainable Energy Strategic Programme and Policy and coordinate with UN-PAGE Project Coordinator. As part of duty, the NPSA holder  will also closely collaborate with the Government implementing partner at Bappenas..The incumbent works in close collaboration with the project team, operations units, and programme staff in the office to resolve complex finance-related issues and to ensure adequate exchange of information.    Scope of Work

Manage and supervise the project team to ensure effective implementation and achievement of results:

Manages the overall oversight and day-to-day project implementation of the project including implementing planned activities, monitoring progress, managing the project risks, capturing lessons learned etc.  Leads and supervises project team, builds team coherence and establishes clear roles and responsibilities among team members Mobilizes goods and services and other project inputs, including preparing ToRs for expert, consultants, meetings and workshops Ensures that the quality of project inputs meet the expected standards and are sufficient to produce project outputs and targets Analyses the contribution of project outputs towards achievement of outcome level results within the context of the political, social, and economic situation in the country Takes overall responsibility for the project and performs oversight roles for project compliance against the relevant government and UNDP regulations for project management Develops the project standard operating procedures in line with the government and UNDP’s regulations; seeks the board’s approval; and takes responsibility for updating and revising it as necessary Manages critical issues, troubleshoots problems and develops solutions to the overall processes of project implementation Consults with the project board through the Senior Advisor for Sustainable Energy Strategic Programme and Policy UNDP for any issues that require their attention, including issues related to deviation from the approved work plans and its tolerance (e.g. deviation from the approved target, and/or budget); and Performs NPC  duties on UNDP’s ERM (ATLAS) as outlined in the delegation of authority for NPC Ensures effective monitoring of project performance, and the preparation of high quality and results oriented progress reports. Ensure effective planning, budgeting, and implementation of the project: Develop the annual workplan, quarterly work plans and operation procedures according in line with the government, relevant donors and UNDP’s regulations including UNDP BRH Governance of Climate Change Finance/Climate Finance Network, UNDP-UNEP Poverty Environment Action, and UNDP NDC Support Programme, and ensure it is approved by the Project board Provides substantive input and support to the initiation/ design some parts of CO projects within the area of responsibility as well as translation of UNDP’s priorities into local interventions in coordination with the Senior Advisor for Sustainable Energy Strategic Programme and Policy  and Directorate of Environmental Affairs, Bappenas Implements project work plan and ensures that the project remains within the tolerance level of the approved work plan Conducts regular monitoring to ensure achievement of targets in line with the annual work plan and that project implementation at all levels complies with the approved project SoP Prepares documents required at a technical and financial level, such as monthly reports, quarterly reviews, and annual reviews of Project Implementation (PIRs), in line with the standard template and presents it to the project assurance team on a timely manner Ensure high quality and results oriented progress reports in compliance with the M&E guidelines, including (but not limited to) inception workshop report, periodic status/progress reports, final report, etc. Provides additional inputs and data for external project reports as necessary and required by the project assurance team Organizes annual project board meetings and reports to the project board the project’s quarterly progress together with any issues that may require project board decisions; and As required and directed by the project board, liaises with UNDP’s Planning, Monitoring and Evaluation Unit (PMEU) to initiate project review and evaluation processes, and supports the conduct of such exercises under the overall management of the task manager as designated by PMEU
