    Introduction : overall information on the context of work

    Implementation of the ILO Labour Migration component of the Southern Africa Migration Management (SAMM) Project in the Indian Ocean Region.

    The four countries of the Indian Ocean Region comprised of Comoros, Mauritius, Seychelles and Madagascar are among those targeted by a European Union funded programme entitled “Strengthening Institutional Mechanisms for Migration Management in the Southern Africa Region - FED/2017/38-810”, better known as the Southern Africa Migration Management (SAMM) Project. The overall objective of this project is to improve migration management in the Southern Africa and Indian Ocean region.

    The programme is implemented in collaboration with three Regional Economic Communities: SADC, COMESA and IOC. The Indian Ocean Commission (IOC) is highly involved in the design and implementation of all SAMM activities targeting the four countries of the region.

    The principal roles of the ILO/SAMM LMC are (i) to ensure implementation of the SAMM project in the four Indian Ocean countries: Comoros, Mauritius, Seychelles and Madagascar by contributing to the planning, implementation, monitoring and evaluation of its activities, as well as to the capacity development of ILO tripartite partners in conformity with ILO’s administrative and financial procedures.

    In particular, the ILO/SAMM LMC will contribute to the planning, elaboration, implementation, monitoring and evaluation of the SAMM project’s labour migration action plans and/or roadmaps in Comoros, Mauritius, Seychelles and Madagascar.
    In order to properly implement the SAMM project according to the project document and approved by the department of Geneva, the Pretoria and Antananarivo Country Offices, in one hand, and to adequately implement activities which require the technical expertise of ILO to support the tripartite constituents, in another hand, ILO is recruiting a National Project Coordinator whose main function and tasks are described below.

    The position is based in Mauritius and located at the Indian Ocean Commission Secretariat’s premises in Ebene.

    Reporting lines

    Under the overall responsibility of the Director of ILO Country Office for Madagascar, Comoros, Mauritius and Seychelles (CO- Antananarivo), the National Project Coordinator will ensure implementation of the labour migration component of the ILO/SAMM project activities in the four countries of the Indian Ocean Region and will serve as liaison Officer with the Indian Ocean Commission Secretariat.
    The incumbent will work under the direct supervision of the Chief Technical Adviser (CTA) of the SAMM project and technical guidance of the Labour Migration Specialist of the Decent Work Team for Eastern and Southern Africa DWT/CO-Pretoria.

    Main duties and responsibilities

    as follows:

    1. In consultation with the CTA and the ILO DWT/CO-Pretoria Labour Migration Specialist, as well as ILO DWT/CO- Pretoria Specialists (ACTRAV, ACTEMP, Skills, Labour Statistics, Social Security, Employment, Enterprises, Gender, International Labour Standards, Social Dialogue), support the development, finalisation and approval of the four national labour migration action plans and/or roadmaps.
    2. Ensure the implementation of the national action plans and/or roadmaps plan ensuring the involvement of ILO’s tripartite stakeholders in all its activities.
    3. Prepare activity reports and regular and ad-hoc reports on progress made on the implementation and achievements of the project.
    4. Organize Specialists’ missions to advance work under the different thematic areas covered in the labour migration action plans and/or roadmaps.
    5. Contribute to the monitoring and evaluation of the Project and to the project drafting of the 2nd phase of the SAMM Project.
    6. Identify the technical expertise needs of the Project in the four countries covered in consultation with the CTA and the ILO CO-Antananarivo.
    7. Provide updated information to the ILO CO-Antananarivo and ILO DWT/CO-Pretoria and be available for discussions.
    8. Organize and hold regular technical meetings with other agencies working on labour migration and other thematic areas dealt with by the Project; Conduct and lead training and seminars relevant to the execution of the Project.
    9. Coordinate the SAMM Project’s activities with the ongoing initiatives of the ILO CO-Antananarivo.
    10. Participate in project coordination meetings with the Indian Ocean Commission Secretariat and other relevant partners, such as UNRCO and EU in the region, Promote the visibility of the ILO.
    11. Assist the CO-Antananarivo Director to maintain relationship within the United Nation Country Team (UNCT) of Mauritius and Seychelles and play the role of liaison between ILO Antananarivo and the Indian Ocean Commission.
    12. Ensure the effective management of all administrative and financial matters relating to the Project with respect to the ILO’s regulations and procedures.
    13. Undertake any other relevant duties requested by the CTA and/or Director.

    Required qualifications

    Education

    First level University degree (Bachelor’s or equivalent) in sociology or similar technical areas.

    Experience

    - Minimum of three years of professional work experience in programme and/or project planning, monitoring, implementation and evaluation activities.
    - Good knowledge of the UN structure and functioning.

    Languages

    Excellent command of English language and good working knowledge of French and creole.

    Required Skills and competencies:

    • Demonstrated ability to initiate and execute technical cooperation programs and activities
    • Good knowledge of programming and results-based management (RBM) principles and concepts.
    • Knowledge of the programming cycle (planning, monitoring, reporting and evaluation).
    • Knowledge of resource mobilization.
    • Political awareness and understanding of socio-economic factors.
    • Good knowledge of PC software (including word processor, spreadsheet and presentation software) such as Microsoft Office.
    • Ability to provide leadership and work in a team, to work with multidisciplinary partners, in particular government departments, representatives of employers and workers
    • to develop knowledge and partnerships around employment initiatives, ensure adequate training of staff, work independently, and report to their supervisor any sensitive case encountered
    • Excellent time management, planning and organizational skills.
    • Ability to work under pressure and meet deadlines.
    • Ability to write progress reports for the implementation of the project in a concise and timely manner.

    • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.Ability to manage competing priorities.
    • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non- discriminatory behaviour and attitudes
