Background:

OSCE Mission to Montenegro is seeking for highly qualified, motivated and experienced candidates for the local position of National Programme Officer (NP1) to support the Democratization Programme. Under the overall guidance of the Deputy Head of Mission (DHoM) and the direct supervision of the Democratization Programme Manager, the incumbent is expected to assist in assessing the capacity-building and expertise needs of democratic institutions and relevant stakeholders to further support the democratization process in Montenegro; to perform research and compile background material for the Mission’s information needs on the democratic development and good governance situation in Montenegro; to develop and implement UB and EXB projects, taking overall responsibility for the assigned projects; to ensure that the projects are successfully implemented in accordance with its objectives throughout the project cycle, including designing action plans, budgets, implementation plans, final reports and evaluation.


Tasks and Responsibilities:

Under the overall supervision of the Mission’s Democratization Programme Manager, the successful candidate will be tasked with the following duties:

Conducting needs assessment through meetings with relevant stakeholders, participation in relevant conferences as well as desk research. Preparing background information, analysis reports, draft strategies and other requested inputs on programmatic areas; Pro-actively advising and monitoring relevant democratization related areas to ensure prompt information-sharing with the senior management and to facilitate sound decision-making; Designing UB and EXB projects proposals, identifying partners and experts, contributing to fundraising and partnerships efforts; Developing implementation plan, including measurement indicators and evaluation for projects to be implemented in the field and ensures that the projects are successfully implemented in accordance with its objectives throughout the project cycle, including designing action plans, budgets, implementation plans, final reports and evaluation; Adapting project activities to local conditions and ensuring that a coherent approach is followed in the geographical area throughout project implementation; performing all related support activities within established time-frames achieving accountability for project results and long-term sustainability; Providing regular written and verbal feedback, in particular written progress reports during the implementation phase of the project and a final report at the conclusion of the project including evaluation of project activities and detailed suggestions for follow-up and improvement on design and implementation; Drafting news items as well as clear, concise and readable information about projects and implemented activities; Establishing and maintaining contacts with relevant stakeholders in order to collect and disseminate information on developments related to the Programme’s priorities areas, to further develop project ideas and strengthen partnerships; Maintaining regular contacts with Montenegro-based civil society organizations assessing potential co-operation and potential areas of assistance; Preparing reports on formal/ informal meetings with stakeholders and attended events including recommendations for follow-up actions; Providing interpretation during meetings with counterparts whenever necessary; Performing other relevant work as required.

Necessary Qualifications:

First-level university degree in International Relations, Political Science, Public Administration or related subject; Minimum of two years relevant professional experience, with some of the working experience acquired in an international organization; Awareness of the legal system and the political situation in Montenegro; Solid understanding of the democratic reform process in post-conflict transitional societies; Ability to conduct and facilitate meetings; Ability to analyse and interpret research data and to present findings and conclusions in a form suitable for use by governmental and non-governmental organizations; Ability to establish and maintain communication with representatives of national and local institutions, as well as to formulate their concerns and other reports in a clear and concise way; Computer literate with practical experience in Microsoft applications; Excellent written and spoken communication skills in English and local language; Ability to work with people of different nationalities, religions and cultural backgrounds; Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks; Holding valid driving licence.


Remuneration Package:

This position is open to citizens and permanent residents of Montenegro only.

Monthly remuneration, subject to social security deductions, is EUR 1,810.00. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority, a higher step may be approved up to a maximum of step 3 subject to specific conditions.
